Overview The Iowa Department of Transportation, Motor Vehicle Division (MVD), is seeking a

Privacy Officer

to join the leadership team of the Systems and Administration Bureau as the Privacy Team Lead. The priority responsibility is to provide guidance on qualifying access to Iowa’s vehicle and driver’s license information under state and federal Driver’s Privacy and Protection Act (DPPA) laws, while managing other responsibilities.

Responsibilities

Drafting legal agreements

Negotiating data access agreements to ensure legal compliance

Developing a third-party auditing program

Responding to FOIA requests

Advising and commenting on changes in legislation or policy

Guiding work assignments, performance standards, quality, and the coaching of privacy team staff

Location and Schedule This position offers a flexible and hybrid schedule with a reporting office location in the Motor Vehicle Division building in Ankeny, Iowa.

Qualifications

Minimum requirements for the job classification are:

1) Graduation from an accredited four-year college or university with a degree in any field and four years of full-time professional-level work experience in program administration, program development, program operations, or management

2) Eight years of education and/or full-time experience as described in (1), where 30 semester hours of college coursework equal one year of experience

3) All of the following: a) two years of professional-level experience in program administration, development, or operations; b) four years of education and full-time experience as described in (a); c) two years of graduate-level education and experience in a public-service-related area (e.g., public or business administration, social work, public health, law, education, engineering) with relevant experience; graduation from the Iowa Certified Public Manager Program is equivalent to one year of experience or education

4) Current, continuous experience in the state executive branch with twelve months in a management-level position
