Overall Function
The Economist will conduct and direct economic analysis to help shape the Ecosystem’s program policy positions, support advocacy efforts, and provide strategic input and content to guide planning and execution of Ecosystem program initiatives. While focusing on the Ecosystems program work, the Economist will report to the
Office of the Chief Economist (OCE)
and participate in the broader economics community that supports EDF’s global work. The Ecosystems work centers on four main programs: western water, habitats, agriculture sustainability, and coastal protection. Initially, the Economist will
focus especially on economic elements related to the practice and policy of western water and habitat programs . Analysis products will include original publishable research, in-house analyses to guide staff and partners, as well as white papers aimed at policymakers, journalists, and the public. The Economist will be based in
San Francisco or Sacramento, California . S/he will report to the
Chief Economist
and collaborate with other economists, natural scientists, Ecosystems staff, and policy specialists across EDF. S/he may also have managerial responsibilities for junior staff, consultants, and project budgets. Key Responsibilities Working with the Chief Economist and Ecosystems leadership to identify analysis and research needs to support the program’s strategies and advocacy efforts. Collaborating with junior staff on analyses related to water, lands, wildlife, and agriculture policy. Overseeing research projects conducted by external organizations (e.g., universities, contractors) and tracking related research by others. Conducting original economic research relevant to the Ecosystems program. Interpreting, translating, and summarizing economic information for EDF staff and external audiences, including public communications, congressional testimony, Op-Eds, articles, and blogs. Participating in the development of EDF’s public positions. Representing EDF at public meetings, policy discussions, academic conferences, workshops, and advocacy gatherings. Qualifications PhD in Economics or equivalent experience, with expertise in western U.S. water policy and practice. Proven ability to conduct advanced research and relate findings to resource management practice; familiarity with environmental economics literature, especially regulatory policy design. Ability to communicate economic concepts to non-economists. Proficiency in diverse analytical approaches, from complex econometric studies to simplified analyses. Interest in applying economic research to real-world policy and bridging advocacy and academia.
