Responsibilities The customer is seeking an experienced and motivated individual to perform in the role of Portfolio, Performance, and Strategic Planning Officer (aka Plans and Budget Officer). The candidate will be responsible for providing expert resource management support to the PMO portfolio. The candidate will establish and implement resource management processes and metrics, provide support to financial and budget planning and execution, and organize financial data into up-to-date records. Key responsibilities include: Providing strategic and programmatic plans and budget support. Supporting budget formulation, justification, and defense. Developing and maintaining spend plans. Reconciling spend plans with actual and planned expenditures, and recommending options for resource management. Staying current with guidance and assisting in creating and maintaining baseline practices. Researching and resolving resource and budget issues. Preparing documentation for budget exercises and reprogramming. Assisting with congressional language submissions. Performing financial trend analysis. Preparing briefings, budget, and programmatic activities. Coordinating budget requirements and attending resource meetings. Interfacing with management for planning and briefing. Qualifications TS/SCI clearance with Polygraph. Degree or equivalent experience in quantitative analysis, financial analysis, social sciences, or related field. Experience with strategic planning, resource management, program planning, and financial analysis. Proficiency with financial reporting tools like COGNOS, BASIS, TITAN, and P6.
