Overview

OPEN COMPETITIVE. This is a professional, tobacco-free position. This position serves as a liaison between the Bureau of Tobacco Free Florida and the contracted vendors for Tobacco Prevention Services. This position requires experience to effectively network with other program offices and government agencies, excellent verbal and written communication skills, good organizational management skills, and the ability to work independently. This position involves providing technical assistance to contracted providers for planning and implementing tobacco prevention activities. Responsibilities

Responsible for contract management assigned contracts to include acting as the department’s point of contact for all contracts as determined by the supervisor for both internal and external inquiries. Monitors all activities performed by the grantee to ensure that tasks are completed within the standards set by the department. Review and provide technical assistance for submission of required documents. Processes all requests for payments submitted by the vendor once contract deliverables have been satisfactorily completed or acts as the department’s liaison in disputes with the grantee denying or reducing payment if appropriate. Performs an onsite or desk audit each contract term to verify the accuracy of vendor statements, justification, financial or personnel records to ensure proper usage of state funds. Initiates corrective action to ensure contract compliance as needed. Records all verbal and written communication regarding the contract and maintains a contract file. Assists in training new and existing local staff in contractual requirements via web-based orientations, face-to-face meetings and/or statewide calls and webinars. Responsible for the approval of all submitted documentation in the Automated Tobacco Activities Collection System (ATACS) including, but not limited to, the initial grantee work plan, commitment change requests, and quarterly performance updates. Responsible for ensuring that all documents submitted are properly written and provide sufficient detail to protect the department in the event of an internal or external audit. Provides input to programmers and management regarding system changes or enhancements and participates in system testing as needed to ensure system viability. Assist in the development of written policy both internally and externally, helping to draft or revise as needed to ensure the continued success of the management team or contract staff working in the unit. Create and maintain forms and policy library on Share Point site. Assist with the facilitation of the Tobacco Advisory Council Meetings. Other duties as assigned. Knowledge, Skills, and Abilities

Knowledge of project management techniques. Ability to plan and implement effective tobacco prevention programs. Knowledge of state guidelines and the ability to understand and apply applicable rules, regulations, policies and procedures as needed. Ability to work both independently and as a team member. Ability to work with the public in a tactful and courteous manner. Ability to organize and coordinate work assignments. Ability to communicate effectively, including excellent verbal and written communication skills. Ability to coordinate with other program offices and government agencies. Ability to provide technical assistance and program guidance to multiple organizations. Qualifications
