The Role We’re hiring our first Founding Recruiter to build the foundation of Citizen’s talent engine and help shape an exceptional employee experience. As the company’s first dedicated recruiting hire, you’ll own recruiting strategy and execution end-to-end – partnering with leadership to attract and hire exceptional talent across Engineering, Product, Growth Marketing, and other functions. This is more than a typical recruiting role: you’ll design and scale the systems, processes, and employer brand that define how we hire, while laying the groundwork for future People/HR capabilities. As we grow, you’ll also have the opportunity to stretch into adjacent areas such as performance management, employee benefits, and workplace culture – helping make Citizen a place where top talent thrives. You’ll report directly to the COO and work closely with the founding team to shape the company’s trajectory from the ground up. Responsibilities

Own full-cycle recruiting, from sourcing and outreach to interviews, offers, and onboarding Develop and implement creative sourcing strategies to attract top talent, with an initial focus on engineering, product and growth marketing roles Build and manage robust recruiting pipelines and utilize modern recruiting tools (such as Ashby, LinkedIn Recruiter, and Gem) to source, engage, and manage candidates efficiently Create and refine a structured interview process that identifies exceptional candidates while enabling fair, consistent evaluation Leverage data-driven insights to optimize recruiting efforts, tracking key metrics such as time-to-fill, offer acceptance rate, funnel conversion, and sourcing effectiveness, and provide regular updates on funnel health and time-to-hire Deliver a seamless candidate experience while coaching hiring managers on interviewing, calibration, and closing Develop and execute employer branding and recruitment marketing initiatives to showcase Citizen’s mission and culture Bring early-stage startup or high-growth experience to anticipate scaling needs and adapt strategies as the company grows Stay informed on the AI/ML talent landscape to identify emerging talent pools and competitive trends Collaborate on workplace experience strategy as we move into our own office and build an intentional hybrid culture Who You Are You thrive in fast-paced, early-stage environments and are excited to build a recruiting function from the ground up. With a track record of hiring across technical and go-to-market roles, you pair strategic thinking with hands-on execution – from sourcing and interviewing to data-driven process design. You care deeply about people and culture, maintain a high bar for quality, and move quickly without sacrificing candidate experience. Collaborative and resourceful, you partner closely with founders while confidently driving initiatives independently. 7+ years of recruiting experience, with a track record of success in small, fast-growing companies Deep experience recruiting for technical, product, marketing, and data roles A builder – you love to create systems, optimize processes, and scale intentionally Strong strategic and operational mindset – you can see the big picture while managing the details Passionate about people and creating high-quality experiences for candidates and teammates alike Excellent communicator, collaborator, and relationship builder Interested in (or familiar with) the consumer healthcare space Why Join Us?
