Overview
Global Resource Solutions, Inc. (GRS) is seeking a Mid Level Personnel Security Specialist (PSS). The PSS provides support for security assessment investigations, including background investigations, periodic reinvestigations, security clearances, employment suitability determinations, and continuous evaluation of employees to ensure eligibility for employment. Responsibilities
Provide support and service to the administration of Security Programs by participating in the direction, from inception to completion of less complex security assessment investigations and rendering appropriate adjudication recommendations. Conduct, review, and analyze interviews internal and external to the organization. Provide support, analysis, and research into complex problems and processes relating to Personal Security. Complete written reports and/or oral presentations utilizing critical thinking and analysis skills. Contribute to development of new principles and concepts. Work on complex problems and provide solutions. Advise supervisor of potentially controversial matters or those with far reaching implications. Initiate or perform extensive agency index checks, arrest record checks, and similar research to obtain pertinent identifying information. Request, receive, review, and analyze agency files and related material for determination of an individual's potential security risk. Summarize data and compose necessary correspondence to appropriate offices for initiation of investigation, outlining background of cases, advising of information obtained, and identifying security concerns. Issue guidance for initiating investigations, setting forth leads in compliance with Federal standards and agency policy; forward correspondence to the Government lead for approval before transmission. Coordinate with offices for submission of investigation information; examine investigative reports for conformance to administrative requirements and adequacy of the investigation; note inadequacies and transmit additional instructions as needed. Recommend the need for polygraph examinations and/or interviews; compose communications to pertinent divisions and offices to initiate such actions, with determinations subject to review and approval by the Government lead. Receive, review, and analyze results of further investigations, interviews, and polygraph examinations to ensure issues are resolved and gaps are addressed. Summarize data in a formal written analysis of security concerns and resolutions, considering all developed information. Establish and maintain liaison with other Agency Divisions, DOJ, and IC officials to obtain or resolve queries as required. Coordinate with other agency components to surface, develop, and resolve issues. Recommend new methods and procedures for passing and affirming clearances including SCI/Regulations, FISs, EO and DOJ Orders. Perform security assessment investigations and provide recommendations to the agency. Review and analyze requests for investigations concerning security clearances. Prepare detailed analyses of all information developed, including potential remedial or precautionary actions to meet minimum security standards. Assist with briefings and debriefings of individual cases as necessary. Upload official documents into the defined system of record and associated management/workflow/tracking systems. Requirements
Bachelor’s degree or Associate’s degree with four (4) additional years of experience. Seven (7) years of experience in the personnel security investigative or investigative analyst field. Experience interpreting Government and commercial database checks to identify areas of concern during the investigative process. Experience analyzing investigative reports and other sources of information to identify security vulnerabilities and develop investigative leads; ability to propose a recommendation for eligibility for access to national security information based on adjudicative standards. Top Secret with SCI Access CI Polygraph Skills
Experience conducting and interpreting database checks and credit reports. Experience performing routine office administrative support functions. Analytical ability to critically review and analyze investigative materials to discern security vulnerabilities and identify viable leads. Physical Requirements
