The Director of Human Resources – California serves as the organization’s in-house subject matter expert on all aspects of California employment law and HR compliance. This highly experienced HR leader will operate with a high degree of autonomy to advise executive leadership, guide policy and practice, and address complex and sensitive HR matters across all California operations. The role will focus exclusively on California-based employees, ensuring the company remains compliant with the state’s unique and evolving labor regulations while fostering a positive, legally sound workplace culture. This position partners closely with the CEO and dotted-line with the VP of HR to ensure California operations are supported in areas including—but not limited to—employee relations, wage and hour compliance, leaves of absence, workplace investigations, performance management, and training on California-specific employment practices. Major responsibilities
Monitor, interpret, and communicate changes in California employment laws and regulations; proactively recommend policy updates and process changes to maintain compliance. Lead and oversee complex employee relations matters, including workplace investigations, disciplinary actions, and resolution of disputes, ensuring compliance with California and federal law. Responsible for data entry of personnel related data fields in the ADP Lyric system, including original input and ongoing maintenance, covering hiring, promotion, salary change, benefit eligibility and termination; process California employee changes and file related paperwork timely and accurately. Partner with legal counsel to manage high-risk or high-complexity employment issues in California. Advise on and oversee the proper administration of California-specific leaves of absence, accommodations, and benefits (e.g., CFRA, PDL, FEHA, and other state-mandated programs). Develop and deliver California compliance training to managers, supervisors, and HR team members. Collaborate with payroll and HRIS teams to ensure wage statements, timekeeping practices, and pay processes meet California requirements. Review and approve California-specific terminations, disciplinary actions, and employment agreements. Partner with Talent Acquisition to ensure California hiring practices comply with state and local laws (e.g., pay transparency, background checks, ban-the-box). Act as a trusted resource for California field managers, providing coaching and guidance to ensure consistent, legally compliant decision-making. Partner with RSG Group USA HR team to maintain up-to-date documentation, policies, and employee handbook provisions applicable to California, maintaining consistency across brands. Qualifications & requirements
Bachelor’s degree in Human Resources, Business Administration, or related field required; Master’s degree preferred. Minimum 10+ years of progressive HR experience, with at least 7 years in California-focused HR leadership roles covering multi-location operations. Expert-level knowledge of California employment laws and HR compliance requirements; proven track record of successfully managing high-stakes California HR matters. Experience advising on employment law risk and compliance strategies. Demonstrated ability to operate autonomously, prioritize effectively, and exercise exceptional judgment and discretion. Proven experience leading complex workplace investigations and resolving sensitive employee relations issues. Strong interpersonal and communication skills, with the ability to influence and partner effectively at all levels of the organization. PHR or SPHR certification strongly preferred. PHRca and SPHRca certification is a plus. Proficiency with HRIS, applicant tracking systems, and Microsoft Office Suite.
