Portland State University is looking for a
Proposal Analyst
in the office of Sponsored Projects Administration (SPA), the centralized administrative unit responsible for the oversight and management of external funding received in the form of grants and contracts for research and other scholarly activity. The Proposal Analyst is responsible for assisting Principal Investigators with project budget development and development, approval and submission of sponsored project proposals to a diverse and complex portfolio of federal, state/local government, private industry, non-profit, and international sponsors. The Proposal Analyst serves as an Authorized Organization Representative authorized to submit proposals on behalf of the institution and assists with fulfilling requests for additional information to inform sponsor funding decisions. This position requires a BA/BS with 3+ years of related experience. Related experience includes: Experience reviewing and interpreting funding opportunity announcements and preparing proposals for submission to federal and non-federal sponsors Experience preparing budgets Experience interpreting and applying federal and state laws and regulations, including experience in financial management of sponsored awards Working knowledge of federal regulations governing research (e.g.,OMB Guidance for Federal Financial Assistance, Federal Acquisition Regulations, and sponsor policies) The starting annual salary rate for this position will be between $60,288 and $65,004, depending upon qualifications and experience. This position offers flexible work arrangement, including remote work. Employees are expected to come to campus for in-person meetings as needed. An ideal candidate would have direct experience serving in a similar position at an institution of higher education. Applications will be reviewed upon receipt.
