Overview

Director of Fiscal Affairs oversees all financial activities in the Department of Physics, reporting to the Chief Administrative Officer. Responsibilities include pre- and post-awards, recharges, service agreements, and management of extramural and operating finances across federal, state, private contracts and grants, university funding, gifts, endowments, recharge activity, service and membership agreements, and collaborations with industrial partners. The role develops and implements fiscal policies, affiliations, and agreements, providing financial guidance to researchers and more than 55 principal investigators in acquiring and administering research funding. It leads the development of financial best practices to ensure compliance with UC, federal, state, and local regulations and maintains standards to meet audit requirements and promote sound business practices and ethics. It administers the departmental operating budget, conducts long-range financial planning, prepares analytical studies and expenditure reports, and advises department management and campus officials. The Director serves as a confidential financial advisor to the CAO and represents the department on campus-wide committees related to finance, research, data, and systems. Responsibilities

Manage extramural and department operating finances across federal, state, private contracts and grants, gifts and endowments, recharge activities, and industry partnerships. Develop, implement, and refine fiscal policies, affiliations, and agreements; provide financial guidance to researchers and PIs. Lead financial best practices to ensure compliance with UC, federal, state, and local regulations. Administer the departmental operating budget, perform long-range financial planning, and prepare analytical studies and expenditure reports. Advise department management and campus officials; participate in strategic planning; act as confidential advisor to the CAO. Represent the department on campus-wide committees related to finance, research, data, and systems. Qualifications

Bachelor's degree in related area and/or equivalent experience/training. Extensive knowledge of finance policies, practices, systems, budgeting, and reporting; accounting and bookkeeping. Strong understanding of financial and resource planning concepts and budgeting control. Prior supervisory experience required, including hiring, directing work, performance management, conflict resolution, and coaching. Ability to prepare and present materials to internal and external constituents. Extensive knowledge of human resources policies and planning. Excellent verbal and written communication skills. Advanced skills in spreadsheet and database software. Demonstrated ability to work across the organization and manage changing priorities; multitasking capability. Experience screening applications, interviewing candidates, and making or recommending hires. Strong understanding of internal controls to protect University resources. Client-focused with strong listening, analytical, and problem-solving skills. Knowledge of compliance related to financial conflict of interest and research safety (biosafety, laser safety, chemical safety, etc.); familiarity with human/animal subject requirements is a plus. Experience with various award mechanisms (grants, contracts, subcontracts, subawards, cooperative agreements); knowledge of federal regulations and indirect cost concepts. Ability to interpret and apply regulatory policies; ethical decision-making and discretion in handling confidential matters. Special Conditions

Pay scale: $115,000 - $123,000 per year; annual full pay range for related roles: $97,200 - $182,000 (prorated if appointment percentage is less than 100%). Hourly equivalent: $46.55 - $87.16.
