CQI Program Manager

serves as a critical bridge between data, case review findings, and frontline practice, helping staff and leadership identify strengths, close gaps, and improve outcomes for children and families. Key Responsibilities: Leads and coordinates CQI case reviews across CPS (Intake, Assessment, In-Home), Permanency Planning, Prevention, eligibility, and cross-functional initiatives Oversees the following programs: Child Welfare Training, Over the Shoulder Support, Eligibility, Quality Assurance, Business Analyst, Business Systems Administrator, and internships Monitors and analyzes outcome data (timeliness, repeat maltreatment, placement stability, permanency, prevention outcomes) and identifies trends to inform practice Translates data and review findings into actionable practice improvements and provides coaching to supervisors and program managers Facilitates CQI learning sessions with staff and partners to strengthen reflective practice and accountability Ensures compliance with state and federal performance measures (CFSR, PIP, Family First, PATH-NC, CFSP) Analyzes outcomes to identify patterns or gaps across populations and develops targeted strategies to ensure more consistent and effective results Partners with internal and external stakeholders, including GAL, courts, Alliance Health, law enforcement, schools, and community-based prevention partners, to strengthen collaboration and system alignment Reports CQI progress and outcomes to county leadership, NC DSS, and federal partners Leads the design, delivery, and evaluation of staff training initiatives; supports the integration and effective use of technology platforms to strengthen practice and improve outcomes Ensures compliance with Title IV-E requirements through accurate documentation, monitoring, and reporting; collaborates with staff to maximize federal reimbursement opportunities Plans, coordinates, and oversees quality improvement projects from initiation to completion; manages timelines, resources, and stakeholder engagement to achieve defined goals and deliverables About Our Team

The Basics (Required Education and Experience)

Bachelor's degree in Human Services, Health or related field Five years of job-related experience Equivalent education and experience are accepted Beyond the Basics (Preferred Education and Experience)

Master's degree in Social Work, Human Services, Health or related field Direct experience with NC FAST, PATH-NC, and/or state CQI processes Experience leading cross-system collaboration with courts, schools, behavioral health, and prevention partners Familiarity with the NC Child Welfare Workload Study and its application to staffing and practice improvement How Will We Know You're 'The One'?
