(250006SX) – Public Defender Division, Committee for Public Counsel Services (CPCS). The Public Defender Division of CPCS is seeking an Investigator for the Boston Office. Investigators conduct criminal defense investigations and aid in trial preparation for CPCS Trial Attorneys in District and Superior Court cases in Suffolk County. Investigators are key members of the defense team who assist in developing defense strategies for indigent persons charged with criminal offenses by interviewing witnesses, documenting crime scenes, and later testifying in court. AGENCY OVERVIEW CPCS is the state agency in Massachusetts responsible for providing an attorney when required by the constitution or law for individuals who cannot afford representation. The agency provides representation in criminal, delinquency, youthful offender, family regulation, guardianship, mental health, sexually dangerous person, and sex offender registry cases, as well as in appeals and post-conviction and post-judgment proceedings related to those matters. The clients CPCS represents are diverse and bring many cultural dimensions, necessitating cultural competence and the ability to work with people of different races, ethnicities, genders and/or sexual orientation identities, abilities, and language proficiencies. OFFICE OVERVIEW The Public Defender Division Boston Office provides public defense services for Suffolk County. The Boston Trial Unit is located in downtown Boston and accessible by MBTA, Amtrak Commuter Rail, and ferry services. The Boston Trial Unit shares space with CPCS Administration and other units in a modern office building. POSITION OVERVIEW Public Defender Investigators conduct criminal defense investigations and trial preparation for CPCS Trial Attorneys and assist in developing defense strategies for indigent clients charged with criminal offenses in the District and Superior courts in Suffolk County. Key responsibilities include locating and interviewing persons, obtaining facts, inspecting records, writing reports, documenting crime scenes, searching databases and social media, summoning witnesses to court, guiding witnesses through the trial process, and testifying in court. Investigators work under the direction of the Attorney-in-Charge, the Director of Investigations, and the Supervising Investigator, and collaborate with other staff investigators, Attorneys-in-Charge, and CPCS Administration. RESPONSIBILITIES Locating and interviewing cooperative and, at times, uncooperative witnesses, alleged victims, and clients; Investigating crime scenes, including neighborhoods designated as high crime areas by local law enforcement; Preparing and presenting oral and/or written reports based on interviews and information obtained; Measuring, diagramming, and photographing locations of crimes and defense-relevant locations; Utilizing computers for online access to the Registry of Motor Vehicles, public records, databases, social networks, and online searches; Maintaining accurate records of all phases of the investigation and being accountable for all aspects; Testifying in court as needed; Networking with agencies (police departments, courts, state agencies, private sector, etc.) to facilitate access to information for defense; Reviewing and analyzing police reports and witness statements; Maintaining open communication with attorneys about investigative updates and case strategy; meeting deadlines; Maintaining professional relationships with attorneys; Evaluating individuals and factual situations to aid the attorney in preparing and presenting a defense; Advising attorneys on changes and developments in investigative tools and techniques; Developing familiarity with Massachusetts criminal laws and rules of procedure; Serving summonses and document record keeping; Arranging timely appearance of witnesses at court and, when necessary, providing transportation for clients and/or witnesses; Preparing exhibits for trials and hearings; Ability to work independently and outside normal business hours as needed; Participating in training programs for attorneys and investigators; Other duties as assigned. MINIMUM ENTRANCE REQUIREMENTS Associates’ degree with coursework in criminal justice, forensics, law or related area; minimum of three years in criminal defense investigations or related investigative field involving interviewing, fact gathering, records inspection, and report writing; or an equivalent combination of education, experience, and skills; Valid and active Massachusetts driver’s license with access to a dependable automobile; Access to a personal computer with home internet sufficient to work remotely. A bachelor’s degree may be substituted for up to 2 years of investigatory experience. QUALIFICATIONS/SKILLS Experience with Microsoft Office, internet databases, online searches, cameras and video equipment; Strong interpersonal and written/oral communication skills; Good analytical and time-management skills; Bilingual abilities preferred; Flexibility to work outside regular hours, including nights and weekends, as needed; ability to handle time-sensitive issues.
