Essential Job Functions

Project Management

Acts as the technical project manager for the Entrance to Aspen project including managing schedule, budget, consultant work, public meetings and technical document review.

Identifies, plans, budgets for and implements short and long-range capital projects of varying size and scope.

Scopes and sites bike share, bus stop and other transportation infrastructure.

Oversees maintenance, repair and long-range capital projects related to the Rubey Park Transit Center and City-owned bus stops.

As part of a team, leads or participates in multi-departmental projects related to transportation, traffic calming, bike/ped facilities and similar.

Leads engineering design work; manages outsourced design projects related to transportation and mobility projects.

Technical Resource Is a technical resource for other city projects as it relates to Engineering, Project management, Quality Control and contracting issues.

Transportation Engineering

Maintains City-owned traffic counters; manages traffic count data.

Serves on the City’s Pedestrian and Bike Safety Team.

Manages maintenance, repair and long-range replacement for the Rubey Park Transit Center and City-owned bus stops.

Reviews and comments on Traffic Control Plans as to their impact on mobility and parking programs.

Provides technical staff support for infrastructure as it relates to transit and mobility.

Collects traffic, parking and mobility-related data on the City’s road network.

Collaborates on internal and regional transit, cycling and pedestrian projects.

Plans for and sites bike share infrastructure.

Assists with right-of-way management as it relates to Transportation.

Capital Projects

Leads Transportation in construction design work, including directing and training staff in preparing plans in accordance with required standards and codes.

Tasked as a project manager for the planning for the Record of Decision and related projects resulting from the Environmental Impact Statements derived from the federal government. Often referred to as the Entry to Aspen tasks.

Plans, budgets and implements capital projects for both the Parking and Transportation departments.

Acts as construction project manager for capital projects.

Data Collection & Analysis Collects, analyzes and reports on local and regional traffic count data, ridership data and similar.

Team Participation & Leadership

Serves as Transportation lead on the City’s Pedestrian and Bike Safety Team, Emergency Management team and similar. Represents the department at internal and external meetings.

Review and Compliance Reviews and comments on Traffic Control Plans, development proposals, special event applications, 811 reviews and similar.

Collaborates on internal and regional transit, cycling and pedestrian projects.

GIS and Technology Management Develops and manages GIS data related to transportation facilities and services.

Customer Service Confers with and represents the division and the department in meetings with other City departments and divisions; serves as the City representative with a variety of public, business and community organizations; fosters collaborative relationships to the benefit of the division, department and the City.

Qualifications Minimum Qualifications

Education:

Bachelor’s degree in engineering or similar.

Experience:

Progressively responsible professional experience in civil engineering including project management. Professional Engineer license is preferred.

Technical Knowledge:

Proficient in Microsoft Outlook, Excel, Word and basic computer-based technology applications; ability to identify new technologies and trends in roadways, pavements, utilities, drainage, grading, soils, and work zone traffic control.

Licenses & Certifications:

Must possess a valid Colorado Driver’s License or be able to obtain one within 30 days of start date. Registration as a Project Manager Professional or obtain one within 6 months of hire date.

Preferred Candidate

Six to eight years progressively responsible professional experience in general civil engineering including project management.

Technical Knowledge: AutoCAD Civil 3D, GIS, Project Management Tools

Licenses & Certifications: Registration as a Project Manager Professional or ability to obtain license in six months.

Any combination of experience and education that would likely provide the required abilities, knowledge and skills as determined by the City of Aspen may be substituted for the requirements below.

This position requires a Criminal Background Check upon hire. Employment is contingent upon successful completion of a Criminal Background Check.

Position Details

Position Type and Work Hours:

Regular full time, hours may vary with workload. Evenings/Weekends may be required depending on department needs and special projects.

Work Environment:

Indoors: Office environment. Outdoors/Off-Site: Meetings, trainings, and site visits at a variety of city facilities and areas.
