WORK WEEK SCHEDULE Monday-Friday (Occasional evenings and weekends) Position is eligible for hybrid telework.

POSITION PURPOSE Manages all aspects of route designs, mapping, and service change analysis to support the Wake County School System’s (WCPSS) Superintendent’s student assignment plan. Negotiates transportation service contracts. Manages the routing area departmental budget. Provides management reports to the Senior Director. Ensures policies and procedures are updated in accordance with regulations.

MINIMUM QUALIFICATIONS KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)

Comprehensive knowledge of law, policies, and procedures related to public school transportation;

Comprehensive knowledge of a large school system’s routing systems, policies and practices;

Considerable knowledge of yellow bus and exceptional children’s transportation operations;

Considerable knowledge of a multi-tier routing system;

Considerable knowledge of Microsoft Office, specifically Microsoft Word, Excel, and PowerPoint; Google Apps;

Excellent public relations and interpersonal skills;

Excellent analytical skills for problem solving and understanding complex business requirements;

Excellent customer service skills;

Effective time management skills;

Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback; excellent public speaking and presentation skills;

Ability to lead and manage multiple complex technical projects simultaneously;

Ability to complete complex tasks and minimize errors with attention to detail;

Ability to effectively lead, motivate, and supervise staff;

Ability to learn safe and effective methods of transporting exceptional children;

Ability to negotiate contracts and manage vendors;

Ability to analyze data and make independent high-level managerial decisions;

Ability to effectively report the status and performance;

Ability to establish and maintain effective working relationships with school system staff, departmental staff members of external customers and vendors.

EDUCATION, TRAINING, AND EXPERIENCE

Bachelor’s degree from an accredited college or university;

AND

Five years demonstrated successful experience in leadership in school bus route development and operations;

Demonstrated successful experience in children’s transportation and/or extensive passenger logistics systems and processes;

OR

An equivalent combination of education and relevant experience sufficient to successfully perform the essential duties of the job.

CERTIFICATION AND LICENSE REQUIREMENTS

Must hold and maintain a valid vehicle operator’s license according to the state of NC requirements.

PREFERRED QUALIFICATIONS

Knowledge of North Carolina Department of Instruction (NCDPI) regulations pertaining to school transportation;

Extensive knowledge Edulog TIMS, the NCDPI preferred school bus routing and scheduling system.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Responsible for the route plans and systems to support the transportation of 70,000 yellow bus riders and 4,000+ exceptional children.

Manages staff and contractors to provide safe and efficient transportation.

Negotiates transportation service contracts.

Serves as liaison between the Transportation Department and school/other department staff.

Manages and responsible for all routing related assignments.

Ensures an efficient use of resources.

Manages the routing area departmental budget.

Provides management reports to the Senior Director.

Ensures policies and procedures are updated in accordance with regulations.

Performs other related duties as assigned.

WORK ENVIRONMENT/PHYSICAL REQUIREMENTS This job operates in a professional office environment with occasional visits to various school sites within Wake County. This role routinely uses standard office equipment such as computers, scanners, and copiers. The position, at times, must be able to come into direct contact with school system staff, external agencies, vendors, and contractors. Work is considered light physical work, requiring the exertion of up to ten pounds of force. The work requires driving automotive equipment.
