Summary of Position As a member of our Government Relations department, you will be joining a team that advocates on behalf of NRECA members on federal legislative and regulatory matters and in national policy forums and develops and trains our grassroots to impact policies at the federal, state and local level.

We are looking for a seasoned government relations professional to lead advocacy efforts on high-priority legislative issues impacting NRECA members. This role requires deep subject matter expertise and strategic engagement with Members of Congress to shape policy outcomes that benefit rural electric cooperatives. The ideal candidate will develop and execute legislative strategies, leveraging advocacy tools to influence favorable legislation, regulations, and programs. Key Responsibilities

Builds and maintains relationships with Members of Congress, stakeholder coalitions, and allied organizations to advocate for electric cooperative priorities, leveraging grassroots strategies and member involvement.

Provides expert policy guidance by analyzing legislation, advising lawmakers, and shaping messaging to advance NRECA’s legislative priorities.

Develops and drafts legislation aligned with NRECA policy resolutions, leading advocacy efforts and contributing to policy formulation.

Engages and mobilizes member cooperatives, offering legislative updates and fostering their active participation in advocacy initiatives.

Leads major policy coalitions, coordinating strategy and cross-functional collaboration to drive key NRECA policy objectives.

Required Qualifications and Skills

Bachelor\'s Degree in Government, Communications or related field.

7 years’ experience in government, association or private business with 3 or more years of Capitol Hill experience.

Expertise in federal legislative processes and public policy affecting electric cooperatives, including deep knowledge of NRECA’s structure, strategy, and membership to effectively advocate before senior audiences.

Strong analytical and strategic skills to quickly grasp complex and technical legislative issues, define key points, establish facts, and draw valid conclusions that support policy objectives.

Leadership in cross-functional collaboration, including the ability to build and lead teams across NRECA to advance advocacy goals while fostering a cooperative and service-oriented work environment.

Advanced communication, negotiation, and persuasion skills, ensuring effective engagement with policymakers, stakeholders, and internal teams to drive favorable legislative outcomes.

Agility and adaptability in high-pressure environments, balancing multiple priorities while maintaining productivity, accuracy, and responsiveness in a fast-paced, evolving policy landscape.

Ability to report to the office.
