Overview

Construction Manager (Degreed)

– Washington, DC Chenega Military, Intelligence & Operations Support (MIOS) is seeking a Construction Manager to provide construction engineering and project management labor support to locations within the NAVFAC Washington Area of Responsibility. The team supports large-scale government operations by leveraging cutting-edge technology and fosters professional development within a core culture focused on client partnerships and agile delivery.

Responsibilities

Review pre-final contract drawings and specifications, including technical RFPs, for constructability and compatibility with field conditions on design-bid-build and design-build projects.

Coordinate mandatory post-award contract meetings (kickoff, preconstruction conferences, partnering meetings, schedule acceptance, design review, coordination and mutual understanding meetings, LEED coordination, facility turnover planning, and final inspections).

Assist in accepting or rejecting contractor administrative submittals (schedules, environmental protection plans, quality control plans, health and safety plans, and accident prevention plans).

Coordinate review and approval of government-approved submittals (shop drawings, product data, samples, design data, manufacturers’ instructions, test plans/reports, certificates, and O&M data).

Assist in managing contractor RFIs and ensuring timely responses.

Maintain effective communication and coordination among project manager, design manager, contract specialist, contractor, project technical team, client, and others as appropriate.

Monitor project budget and schedule constraints, track cost and schedule growth, and initiate corrective actions to protect funding thresholds and operational needs.

Visit construction sites to monitor progress and collect input from ET/QA representatives and CQC reports.

Attend QC meetings and provide project status updates to senior personnel within the field office or supported command.

Assist the IPT PM in managing Post Construction Award Services (PCAS) when requested.

Coordinate delivery, acceptance, inspection, and installation of government-furnished equipment; assist with installation of collateral equipment and utility services.

Prepare property record inventory documents (e.g., DD 1354) per NAVFAC BMS in coordination with IPT Project Managers and the Installation Real Property Accountable Officer.

Identify scope, cost, or schedule modifications through collaboration with supported Command, designer, and other entities; assist in issuing contracts or RFIs and ensuring funds are reserved for modifications.

Prepare Independent Government Estimates (IGEs) and assist in negotiations/issuance of modifications; support technical aspects of claims, disputes, or terminations as needed.

Other duties as assigned.

Qualifications

Bachelor’s degree in engineering or architecture

10+ years’ experience as a Construction Manager

Secret clearance required (Top Secret clearance preferred)

Knowledge, Skills, and Abilities

Registration as a professional engineer or architect in a US state or US territory is preferred

Extensive technical and practical knowledge and experience as a Construction Manager

In-depth knowledge of construction practices and methods and construction management

Ability to review technical engineering specifications and statements of work for complex designs or changes

Willingness to traverse construction sites (approximately 20% of the time)

Strong written and verbal communication skills across leadership levels

Knowledge of applicable Codes and Industry Standards

Knowledge of EM 385-1-1, USACE Safety and Health Requirements Manual

Ability to prepare cost estimates and assist in change-order negotiations

Proficiency in MS Office (Word, Excel, Access, PowerPoint) and Primavera P6

Travel to job sites as required
