Regional Director Water Resources

Job Summary : The Regional Director Water Resources will be responsible for managing and executing water resource-related engineering, planning, design, construction, and permitting projects. This role will utilize consulting expertise to prepare scopes, budgets, and schedules for projects, ensuring contract requirements are executed on-time and on-budget. Essential Functions : Lead the organization in a broad area of specialization (i.e., water/wastewater, watershed planning, urban drainage, water supply planning, etc.). Serve as the technical specialist in the application of advanced concepts, principles, and methods in an assigned area. Routinely interact with organizational leaders, clients, customers, officials, contractors, and others. Initiate and maintain contacts with key engineers, officials, or other organizations and companies. Represent the organization in communications pertaining to broad aspects of engineering assignments. Determine program objectives and requirements. Prepare proposals to provide professional services to obtain funding for engineering projects. Produce project deliverables, including technical memoranda, design plans, and specifications, and technical reports. Complete Quality Assurance/Quality Control and develop improved or new processes. Build upon our existing water resources client base through routine contact and networking. Partner with other Matrix practice leaders to assist on multi-disciplinary project pursuits. Maintain effective communications with clients and project teams. Ensure staff resources are deployed in a productive and profitable manner. Conduct regular meetings to ensure project needs are balanced with staff availability. Conduct strategic planning for the Water Resources Group. Keep informed of new developments and requirements affecting the design approval process. Interpret, organize, execute, and coordinate assignments. Develop Water Resources standards and guidelines. Competencies : Analyze and interpret business management and technical data. Self-directed leader with pristine project management, project delivery, and leadership skills. Expert in supervising staff, bid projects, and develop project execution plans and technical deliverables. Demonstrated success in preparing and securing new projects via the competitive proposal process. Strong industry relationships (including private, public, and non-profit) across geographies. Exceptional client and personnel skills and the ability to persuasively communicate at all levels. Technical expert with outstanding team building, writing, proposal development, cost estimating, and program execution skills. Must be able to work effectively as a department leader in a group environment and maintain positive relationships with department members and clients. Organized and detail-oriented with excellent interpersonal skills. Exceptional verbal and written communication. Knowledge of the public water, wastewater, and stormwater system design, planning, and regulatory process. Subject matter expert in a subset of Water Resources (i.e., water/wastewater treatment, natural channel design, urban drainage planning and design, watershed planning, water rights, stream restoration, geomorphology, etc.). Subject matter expert in the FEMA floodplain and hazard mitigation process desired. Proficiency in Microsoft Suite, hydraulics/hydrology, and other technical sub-specialty software. Ability and willingness to travel to project sites and other facility offices. Supervisory Responsibilities : Supervise, manage, direct, and provide oversight of tasks and responsibilities for engineering staff, designers, and/or other technical support. Mentor and train engineering staff as needed. Review and approve scopes, budgets, and schedules for assignments. Education And Experience : Undergraduate or graduate degree from an accredited program in civil or environmental engineering with an emphasis in Water Resources, Hydrology, Geomorphology, Hydraulic engineering, or relevant field. Graduate degree in a related field a plus. Minimum of fifteen (15) years of progressive comprehensive water resources engineering experience. Colorado Professional Engineering (PE) licensure or ability to obtain CO PE within 6 months. Certified Floodplain Manager (CFM) desired. PE licensure in multiple states a plus. Strong industry relationships and an understanding of municipal, state, and federal criteria. Significant experience and understanding of local, regional, state, and federal policies, programs, and procedures. Valid driver's license, in conjunction with successfully passing the Company’s MVR.
