Rapiscan, an OSI Systems Company, is seeking a Sr Mgr, Facilities Strategy & Operations based out of Billerica, MA.
Rapiscan Systems, an OSI Systems, Inc. company, designs, manufactures and markets security and inspection systems worldwide. Our products are used to inspect baggage, cargo, people, vehicles and other objects for weapons, explosives, drugs and other contraband. Rapiscan Systems security and inspection devices can be found in a wide range of locations such as airports, border crossings, railway stations, seaports and terminals, government and military installations, and nuclear facilities.
We are seeking a seasoned and strategic Senior Manager, Facilities Strategy & Operations to lead the management of our multi-site facilities portfolio across the United States. This role is critical to driving operational excellence, cost efficiency, and long-term planning for site consolidation and optimization. The ideal candidate will bring deep expertise in facilities management, project planning, and contract execution, with a proven ability to lead cross-functional initiatives and manage complex property portfolios.
Responsibilities
Strategic Facilities Management: Oversee day-to-day operations of multiple facilities, ensuring safety, functionality, and compliance.
Lead site consolidation initiatives, including defining site requirements, evaluating locations, and executing transition plans.
Develop and implement long-term facilities strategies aligned with business goals and cost-saving objectives.
Project Planning & Execution
Serve as project manager for facility construction, renovation, and relocation projects.
Develop project scopes, budgets, timelines, and resource plans; manage internal and external stakeholders.
Ensure timely execution of capital projects with minimal disruption to operations.
Vendor & Contract Management
Negotiate and manage contracts with service providers, contractors, and landlords.
Oversee vendor performance, ensuring quality, compliance, and cost-effectiveness.
Maintain lease agreements and ensure adherence to terms and regulatory requirements.
Budgeting & Financial Oversight
Prepare and manage facilities budgets, including capital expenditures and operating costs.
Track and report on financial performance, identifying opportunities for savings and efficiency.
Support financial modeling and forecasting for site transitions and consolidations.
Compliance & Safety
Ensure compliance with federal, state, and local regulations (OSHA, EPA, etc.).
Partner with EHS teams to maintain safety standards and environmental certifications.
Coordinate with EHS and Security teams to support emergency preparedness planning and ensure facility readiness for safety and security events.
Leadership & Collaboration
Manage a team of facilities professionals and contractors across multiple sites.
Collaborate with Operations, HR, IT, and other departments to support business continuity and workplace needs.
Provide executive-level reporting and recommendations on facilities performance and strategic initiatives.

Qualifications
Bachelor’s degree in Facilities Management, Engineering, Business Administration, or related field (Master’s preferred).
Minimum 10 years of experience in facilities management, with at least 5 years in a senior or multi-site leadership role.
Proven experience in site consolidation, project management, and contract negotiation.
Strong understanding of building systems (HVAC, electrical, plumbing), space planning, and sustainability practices.
Excellent communication, leadership, and stakeholder management skills.
Proficiency in facilities management software and Microsoft Office Suite.
Willingness to travel up to 20% across U.S. sites.
