provides design-build and general construction services for demolition, new construction, renovations, repairs, and civil projects at government-owned facilities and military installations. We are seeking an experienced and highly organized construction professional to serve in a 3-Hat role as
Superintendent, Site Safety and Health Officer (SSHO), and Quality Control Manager (QCM)
on federal projects. This key position ensures successful execution of field operations, jobsite safety, and quality control in strict compliance with USACE standards, contract documents, and EM 385-1-1. Responsibilities
Superintendent Responsibilities Oversee daily onsite construction activities and subcontractor coordination Maintain project schedule and resolve field issues in real time Conduct site walks, manage logistics, and ensure adherence to plans and specifications Lead preparatory and initial meetings for definable features of work Communicate daily with project managers, subcontractors, and government representatives SSHO Responsibilities Implement and enforce the project-specific Accident Prevention Plan (APP) Conduct and document daily site safety inspections Lead daily safety meetings and toolbox talks Monitor compliance with EM 385-1-1 and OSHA safety standards Investigate incidents and ensure timely corrective actions Verify subcontractor safety training and qualifications QCM Responsibilities Manage the USACE Three-Phase Quality Control process Lead all preparatory, initial, and follow-up inspections Maintain project submittals and documentation through QCS/RMS Coordinate materials testing and third-party inspections Resolve deficiencies and maintain complete QC records Ensure all work meets contract specs, drawings, and submittals Qualifications
Minimum 5 years of experience in construction management on federal projects, including work with USACE and/or NAVFAC Proven experience serving in one or more of the following roles: Superintendent, Site Safety and Health Officer (SSHO), Quality Control Manager (QCM) Completed USACE Construction Quality Management for Contractors (CQM-C) training EM 385-1-1 40-hour training completed and current OSHA 30-hour Construction Safety certification (or higher) Familiarity with QCS/RMS software and federal submittal processes Working knowledge of EM 385-1-1, UFGS, and USACE/NAVFAC quality and safety protocols Ability to lead Three-Phase Quality Control (3PQCM) meetings and daily safety briefings Strong communication, coordination, and problem-solving skills in field-based environments Ability to read and interpret drawings, specifications, and project schedules Proficient with MS Office (Word, Excel, Outlook) and daily reporting tools Valid driver's license and ability to work onsite throughout the project duration U.S. citizenship may be required due to federal project requirements Equal Opportunity
