Construction Control Representative: This position serves as a Construction Representative, who works under the general direction of Construction Section Chief, Construction Branch or the Operations & Maintenance Engineering Section Chief, Engineering Branch, Washington Aqueduct Division, Baltimore District.
Positions at the GS-5 – GS-10 level are developmental in nature and will perform the duties below in a developmental capacity, leading to the full performance level of GS-11. Performs construction monitoring and control as well as performs on-site inspections of construction for compliance with plans and specifications for a variety of water treatment projects.

Located in Washington, D.C., the Washington Aqueduct serves the seat of Government and the Nation’s Capital. The Aqueduct, built and superintended by the U.S. Army Corp of Engineers, has been providing water to the District of Columbia since 1863 and currently wholesales water to three customers: District of Columbia Water and Sewer Authority, Fairfax County Water Authority and Arlington County. Position can include up to 80% local travel to project sites in the geographic area. Position requires the incumbent to obtain and maintain a SECRET security clearance. Position requires the incumbent to obtain and maintain a valid state Driver’s License. Position requires the incumbent to obtain and maintain a confined space entry certification and perform work requiring confined space entry. Position requires some physical exertion. Preferred/Ideal Candidate
Overseeing construction work including quality assurance / quality control surveillance. Reading and interpreting the requirements of construction drawings and details, construction specifications, and shop drawings. Reviewing proposed modifications to contract drawings, plans, and schedules including cost estimates for material, labor, and equipment and estimated activity durations. Knowledge of federal rules and regulations regarding new construction and renovation construction work. Experience with federal contracting including contract FAR clauses relevant to construction contracts. Minimum Qualifications
GS-5 level: One year of specialized experience equivalent to at least the GS-04 grade level in the Federal service which includes basic knowledge of, and skill in applying construction principles, concepts, methods, and equipment in accordance with construction plans and specifications. GS-6 Level: One year of specialized experience equivalent to at least the GS-05 grade level in the Federal service which includes conducting construction inspections and preparing, reviewing, and submitting daily inspection and progress reports. GS-7 Level: One year of specialized experience equivalent to at least the GS-06 grade level in the Federal service which includes evaluating adherence of contractor's quality control efforts to contract requirements and reviewing contractor daily production/quality control reports and documenting any discrepancies.
