The District The District is a mid-sized municipal water agency with a Board of Directors/General Manager governance, about 250 full-time employees, and a $143.2 million annual operating and capital budget. It delivers water to more than 190,000 residents and businesses in central and southern Marin County and manages 21,000 acres of watershed lands on Mt. Tamalpais.

Position and Distinguishing Characteristics Assistant Engineer — under the direction of a responsible in-charge engineer, performs professional and technical engineering work related to planning, design, construction, operation, and maintenance of water system facilities. Associate Engineer — under direction, plans, schedules, supervises, and performs complex professional and technical engineering work in planning, design, construction, and operations; conducts studies, analyzes data, and prepares reports; position level will be commensurate with qualifications.

Key Qualifications Summary This position may be staffed at either level depending on qualifications. The District seeks candidates with strong civil engineering knowledge applicable to water systems, project management experience, and the ability to work with diverse teams and public stakeholders.

Salary Ranges Assistant Engineer: $9,942 – $12,041 per month

Associate Engineer: $11,492 – $13,881 per month

Responsibilities At both levels, typical duties may include but are not limited to the following:

Prepare plans and specifications for pipelines, pump stations, tanks, water treatment planning, and other facilities under supervision;

Direct inspection of contractor work for compliance with plans and specifications;

Prepare or assist in economic and engineering planning or design studies;

Assist in long-range planning of pipelines, pump stations, tanks, water treatment, and related facilities;

Serve as project engineer on construction projects;

Analyze and work with developers on pipeline extension requirements;

Gather, compile, and analyze engineering and statistics data;

Prepare operational manuals and procedures;

Provide functional direction to subordinate staff; interpret and apply safety rules and regulations.

Direct or perform planning, design, construction, cost estimates, specifications, and bidding documents for various District projects;

Conduct research on long-range projects to ensure reliable operation of water supply, transmission, and distribution facilities;

Analyze the water system to determine necessary projects and operational changes to improve distribution and water quality;

Manage construction contracts and monitor progress;

Direct inspections of construction projects and prepare grant applications where applicable;

Prepare Requests for Proposals and manage consultants’ work;

Coordinate with other District staff and external stakeholders; stay current with technology;

Order supplies and equipment as needed; prepare engineering reports and progress payments;

Administer corrosion protection programs and coordinate project development with other disciplines;

Ensure safe working conditions and monitor project costs; may train subordinates.

Training and Experience Any combination of education and experience that demonstrates the required knowledge and abilities. Typical qualifications include:

Bachelor’s degree in engineering (ABET-accredited);

Two years of technical engineering experience.

Licenses and Certifications

California driver’s license with satisfactory driving record (depending on assignment);

California Engineer-in-Training certificate (for Assistant Engineer);

Professional Civil Engineer license in California (for Associate Engineer);

Possession of a D2 Water Distribution Operator license within one year of appointment (for Associate Engineer).

Other Requirements

Disaster Service Worker status under California Government Code, Title 1, Division 4, Chapter 8, Section 3100.

Physical Demands and Working Conditions Audio, vision, and mobility requirements include standard office tasks and field work on varied terrain, occasional lifting up to 25 pounds, exposure to outdoor conditions, and potential overtime or weekend work as needed.
