Overview We are seeking a Systems Engineer with specialized expertise in facilities engineering and site development to serve as the Facilities Engineer for the Airspace and Surface Radar Reconnaissance (ASRR) system. The Facilities Engineer will coordinate OCONUS site surveys, evaluate site suitability for ASRR operations, and track site development progress to support on-schedule delivery. The ideal candidate will work closely with U.S. Army personnel, foreign military clients, government stakeholders, and internal engineering teams to ensure successful site preparation and facilities development for ISR systems deployment and operations.

Responsibilities

OCONUS Site Survey Coordination and Assessment:

Coordinate with Government stakeholders to conduct Outside Continental United States (OCONUS) site surveys to ensure suitability of each site for ASRR operations including aerostat deployment and ISR systems integration.

Site characteristics evaluation:

Assess terrain, soil conditions, drainage, vehicular and personnel access, and environmental factors affecting ASRR operations.

Infrastructure assessment:

Evaluate power availability, network connectivity, communication systems, and support facility requirements.

Coordination of site visits:

Schedule and conduct site visits with international partners, government representatives, and local authorities for comprehensive evaluation.

Site Deficiency Identification and Mitigation Planning:

Identify shortcomings in site facilities (terrain, drainage, access, infrastructure) that could impact development or operations; evaluate network and communication options; assess regulatory constraints; develop mitigation strategies and alternatives.

Site Survey Documentation and Reporting:

Develop detailed site survey reports documenting findings, site characteristics, deficiencies, and recommended mitigations; create site plans, infrastructure assessments, risk analyses, and development recommendations; generate contract data deliverables; coordinate reviews with government stakeholders for compliance.

Site Development Progress Tracking and Coordination:

Track development progress at OCONUS sites to support on-schedule delivery; coordinate with contractors and authorities; identify delays and develop recovery plans; ensure facilities meet operational requirements.

Systems Integration and Infrastructure Support:

Support system-level integration planning to ensure sites can accommodate ASRR subsystems; coordinate power, cooling, environmental protection; collaborate with cross-functional teams; troubleshoot facility-related issues impacting integration or operations.

International Coordination and Field Support:

Provide on-site technical support during deployments; interface with foreign military personnel and local contractors; support Government Site Acceptance Testing; assist in developing site-specific procedures and maintenance requirements.

Compliance and Risk Management:

Ensure activities comply with military standards, local regulations, and Foreign Military Sales (FMS); participate in risk assessments; coordinate safety and environmental protections; support environmental impact assessments and regulatory compliance for international projects.

Required Qualifications

Education:

Bachelor's degree in Civil Engineering, Systems Engineering, Environmental Engineering, or related STEM field.

Experience:

4–7 years in facilities engineering, site development, or construction management with a focus on complex military or aerospace systems; experience with international projects and OCONUS operations including site surveys and facility assessments; demonstrated experience coordinating with government stakeholders and international partners; experience with ISR technologies or military platform deployment and site requirements.

Technical Skills:

Hands-on experience with site surveys, geotechnical analysis, and infrastructure assessment; knowledge of civil engineering principles including drainage, foundation design, and site preparation; understanding of power distribution, communications, and environmental control for military facilities; experience with regulatory compliance and environmental impact assessment for international projects.

Facilities and Site Development Expertise:

Experience with terrain analysis, soil condition assessment, and site suitability evaluation; knowledge of construction management and coordination with contractors and local authorities; understanding of network infrastructure requirements and communication systems integration; experience with facility security and access control for military installations.

International and Coordination Skills:

Experience in international environments; knowledge of Foreign Military Sales (FMS) requirements and international project management; ability to work with diverse cultures; experience with logistics for international projects.

Tools and Documentation:

Proficiency with systems engineering lifecycle tools (e.g., Innoslate MBSE, Cameo Magic Draw, DOORS Next); site planning tools; project management and progress tracking systems; knowledge of government contract documentation and reporting.

Communication and Leadership:

Strong verbal and written communication; ability to interface with military personnel, foreign clients, and government stakeholders; experience presenting site assessments to leadership; ability to coordinate activities across organizations and manage international partnerships; strong analytical problem-solving for facility issues.

Additional Requirements:

Travel capability for OCONUS surveys; ability to work in challenging international environments; understanding of military operational requirements and facility security; experience with environmental and regulatory compliance for international construction; eligible for U.S. government security clearance (Secret minimum) or current clearance; experience with FMS contracts; ability to work in dynamic, fast-paced, multinational environments; experience with aerostat or airborne platform ground support is preferred.
