Overview
This exempt position works in partnership and under the direction of the District Manager to provide leadership and strategic direction in the areas of Engineering. The Director of Engineering assists the District Manager in carrying out District goals, Board directives and other initiatives throughout the organization. This position supports the District Manager by performing a leadership role with the Executive Management team and coordinating interdepartmental, important and high profile projects or initiatives. The position provides leadership, guidance and direction in developing organizational policies, processes and systems to ensure effective and efficient District operation. This position provides a high level focus on employee and organizational growth, stability, service and reliability. This position is also responsible for directing all functions of the Engineering Department including capital improvements programs, master planning, securing long term water solutions, water rights, development and developing review, and inspections. Each listed element to be aligned with the vision, mission and values of the District. Supervises, coaches and mentors the Engineering staff in the development, implementation and administration of related programs. The position also works with community stakeholders on variety of projects, represents the District in regional meetings and coordinates projects with outside agencies. Supervision Received
Works under the direct supervision of the District Manager.
Responsibilities
Provides high-level strategic analysis and advice to the District Manager and Board of Directors on water and wastewater related matters. Communicates with all levels of District staff and citizens.
Supervises, establishes performance standards, coordinates activities, delegates and plans work of assigned staff. Makes decisions related to staffing, performance evaluations, salary increases and training. Ensures compliance with applicable personnel guidelines and employment law.
Establishes and maintains community and regional partnerships. Leads the District in providing high-level customer service, defined in part as ensuring efficient, effective and courteous interactions with the public. Responds to complex questions and complaints regarding water quality, District policies and regulatory guidelines. Acts as a representative of the District in various capacities.
Develops and oversees programs including resource management and environmental protection plans. Oversees applicable budget including recommendations regarding fees.
Leads the implementation of large-scale capital projects to facilitate the delivery of water and wastewater services. Ensures development projects are reviewed for impact to program area. Ensures effective communication and coordination with developers, contractors and outside agencies.
Responsible for functions relating to raw water development planning, wastewater treatment planning, protection and operation; hydraulic system planning; permitting; demographics, land use and plan review; and capital program development, both long and short range.
Responsible for administering and oversight of all engineering/construction programs, including special projects and the design and construction of District facilities for both water and wastewater. Responsible for complete project management of all capital design and construction projects.
Responsible for management of outside consultants including, but not limited to: hydrology, engineering, specialized legal, water resources, water and wastewater treatment, property acquisitions and planning.
Ensures compliance with applicable local, state and federal laws, reporting requirements, permits and environmental regulations. Familiar with Colorado water rights law. Works closely with District legal counsel and consultants.
Gathers and interprets a variety of information to recommend and implement solutions relating to engineering designs, construction, operations and strategies. Stays current on District plans and needs, regional projects and industry tools and technology.
Decisions are made independently regarding interpretation of design standards and policies, permitting issues, assisting staff on their priorities and technical issues, and the review and approval of consultants’ work.
Prepares Board and public presentations as necessary.
Other duties as assigned.
Qualifications / Experience
Generally, a Bachelor’s degree in Civil Engineering or related field; supplemented by ten years of progressive experience that includes project management of capital projects from engineering through construction and progressively responsible experience supervising a team of technical professionals.
Must be registered as a Professional Engineer in the State of Colorado or hold a comparable license.
A valid Colorado driver’s license is required, with a Motor Vehicle Record within the Acceptable rating according to the District’s Vehicle Policy, to conduct on-site project evaluations and to attend out-of-office meetings.
Working Conditions / Physical Activities
Monday through Friday, weekends and after hours as needed including board meetings.
Subject to respond to emergency calls related to on-site situations as well as emergencies outlined in the District’s Emergency Response Plan.
This position normally works in an office environment but has some exposure to risks typically associated with working around water, chemicals, electricity and other manmade and natural hazards.
Local and overnight travel may be required.
Salary information: The full salary range is $144,900 - $241,500 annually. The hiring range is listed at the top of the posting.
