Overview

The City of Fremont's Public Works Department is recruiting for a

Senior Transportation Engineer . The Senior Transportation Engineer plays a key role in implementing Fremont's General Plan vision to be a national model of how an auto-oriented suburb can evolve into a sustainable, strategically urban, modern city. The position supports goals such as Vision Zero, complete streets, expanding transit, modernizing the traffic signal system, and integrating new transportation technologies. The City is developing its first Active Transportation Plan (ATP) and Mobility Action Plan to guide active transportation programs for the next five years. Salary: $134,686.27 - $181,825.70 Annually USD.

Responsibilities

Leads and supervises staff, including assigning and scheduling work, establishing priorities, evaluating performance, and providing training and development.

Manage on-call consultant contracts, including developing scopes of work, reviewing traffic analysis reports and engineering design plans, and approving invoices.

Supervise a Vision Zero traffic safety program to identify high crash locations and unsafe behaviors and recommend safety improvements; collaborate with the Police Department and other stakeholders on enforcement, education, and policy.

Manage the active transportation program and implement projects identified in the Bicycle Master Plan, Pedestrian Master Plan, Mobility Action Plan, and Vision Zero Action Plan.

Lead preparation of grant applications from Federal, State, Regional, and County sources and manage grant administration for capital projects to meet utilization requirements and schedules.

Supervise design, upgrade, construction, operation, and maintenance of traffic signal systems, the communication network, and the Transportation Management Center; oversee traffic signal technology implementation and timing/coordination plans for multimodal safety and efficiency.

Supervise the preparation of master plans, traffic studies, design plans, complete streets designs, traffic signal designs, contract drawings, and specifications for transportation improvements.

Investigate traffic-related citizen service requests and coordinate with stakeholders to communicate and implement appropriate responses.

Coordinate with other jurisdictions on regional transportation issues and develop partnerships to support City goals; participate in planning, environmental clearance, design, and construction coordination of regional projects; represent the City on regional transportation committees.

Other duties as assigned.

Minimum Qualifications

Knowledge, Skills and Abilities : Engineering principles and practices related to Transportation Engineering; supervision; budgeting; and communication with engineers, developers, contractors, property owners, and the public.

Education/Experience : Bachelor's degree in Civil Engineering and five years of professional Transportation Engineering experience at the fully qualified working level, or equivalent experience.

Licenses/Certificates : Valid registration as a Traffic Engineer or Civil Engineer in California. Dual registration is desirable. Possession of a valid Class C California Driver's License by the time of appointment.

Physical and Environmental Demands : Position requires approximately 20-30% field work with varying daily demands; includes field site visits, driving, and exposure to outdoor conditions and transportation sites.
