imagineeer About this Role: The Capital Planner/Financial Analyst provides strategic financial management and investment analysis to support federal IT and operational portfolios. This role manages capital planning, budget formulation, and execution processes, ensuring federal investments align with agency priorities and compliance standards. The analyst delivers data-driven insights, cost-benefit analyses, and reporting to optimize resource allocation, support decision-making, and drive cost-effective outcomes for large-scale federal programs. Develop, implement, and manage capital planning and investment control (CPIC) processes, including IT Dashboard submissions and agency portfolio reviews. Perform budget formulation and execution for federal IT and operational investments, ensuring alignment with agency priorities and federal regulations. Conduct financial analysis, cost-benefit studies, trade-off evaluations, and risk assessments to support investment decisions. Track, reconcile, and report on budget execution, obligations, expenditures, and financial performance of capital projects. Prepare business cases, briefing materials, and financial reports for federal leadership, OMB, GAO, and oversight bodies. Monitor and analyze financial trends to identify opportunities for cost savings and efficiency improvements. Collaborate with program offices, acquisition teams, and federal stakeholders to ensure effective investment planning and resource allocation. Maintain comprehensive documentation of capital planning decisions, approvals, and compliance activities. Support audit readiness and ensure compliance with federal financial management policies, OMB guidance, and appropriations law. Qualifications and Skills:

Bachelor’s degree in Finance, Accounting, Business Administration, Public Administration, or related field. 5+ years of experience in federal capital planning, budget formulation, and financial management. Strong knowledge of CPIC, federal budget processes, OMB requirements, and financial reporting standards. Proficiency in financial analysis, cost-benefit modeling, and budget execution tracking. Experience preparing business cases, investment analyses, and executive-level briefings. Strong analytical, problem-solving, and organizational skills. Excellent written and verbal communication skills. Ability to work collaboratively with multiple stakeholders and coordinate cross-functional financial activities. Desired Skills and Competencies:

Master’s degree in Finance, Accounting, Public Administration, or related field. CPA, CFA, CGFM, or other federal financial management certifications. Experience with federal agencies, particularly in IT investment planning and portfolio management. Familiarity with financial management systems, reporting tools, and business intelligence platforms (e.g., Power BI, Tableau). Experience supporting federal acquisition processes and investment lifecycle management. Knowledge of process improvement and change management in capital planning contexts. Additional Information:
