Overview
Director of Construction Programs with Security Clearance. Reports to: General Manager, PBDC-Federal Group Construction Division. FLSA Classification: Exempt - Salaried. Employment Class: Full Time - Regular. Position Summary: The Director of Construction serves as the subject matter expert and customer coordinator for execution of all construction contracts. The Director must manage cradle-to-grave aspects of the life-cycle of commercial and/or institutional design/build projects and support the project management process for larger projects. The role includes understanding process management and the ability to perform work contracted through various delivery methods, including IDIQ, Lump-Sum, Design/Build, and Fast Track contracts. The Director will be involved in estimating, proposal development, and identifying and pursuing new business opportunities. This role works with the General Manager to ensure subordinate Program/Project Managers have the requisite authority, responsibility, and resources. The Director will be the key point of contact for subcontractor relationships and will provide oversight to all operations management aspects.
Responsibilities
Provide oversight to Program/Project Managers and other project employees in the execution of contract functions. Represent the company in contract matters with clients and in discussions with teaming partners. Develop organic growth and business development opportunities within current contracts. Assist the General Manager with selecting, developing, and managing Program/Project Managers and other direct subordinates. Create and maintain a positive corporate image within approved budget guidelines. Prepare and submit management briefings, reports and other written inputs. Execute all corporate activities as directed by the General Manager. Act as corporate representative in the negotiation of sub-contracts with independent contractors and manage subcontractor relationships. Coordinate business development activities and participate in the proposal development process. Perform duties within the limits of Federal, State, and local regulations, FAR, DFAR, and Company policies and procedures. Adhere to procedures for cost proposal preparation, contract initiation, and monitor contracts for compliance with FAR/DFAR and contract specifications. Apply appropriate costing/pricing techniques to develop costing and pricing for opportunities. Develop and review technical and cost proposals for accuracy and completeness. Maintain project controls tracking status of projects, changes, RFIs, shop drawings, quality controls, safety, financial performance, and close-out activities; analyze reports and set priorities to prevent delays. Review project schedules utilizing scheduling software. Identify issues proactively and facilitate solutions. Support the company's culture, values, vision, and mission. Relay the customer’s voice to subsidiary and functional leadership. Work as a team player within the Federal Group, collaborating with other subsidiaries and colleagues. Participate in lifelong learning opportunities and professional development. Participate in weekly staff meetings and industry networking functions. Other duties as assigned.
Qualifications
Bachelor's degree in Engineering or Construction Management or 15 years of directly related experience if no degree. Minimum 10 years construction management experience (if degree). Experience supervising multiple project locations. Proficient knowledge of Microsoft Office suite and construction software. US Citizenship required.
Working Conditions
Ability to travel 25-50%.
