Downs is a village in McLean County, Illinois, with approximately 1,201 residents. The Village provides services such as police protection, water and sewer services, snow removal, building inspections, licenses and permits, and maintenance of infrastructure including streets, streetlights, water, and sewer lines. GENERAL PURPOSE The Village Treasurer oversees all duties of the Finance department, assisted by a part-time assistant treasurer. Responsibilities include preparing financial statements, supervising accounts payable, managing payroll, human resources functions, leading the tax levy process, overseeing audits, investing funds, and ensuring compliance with reporting requirements. The Treasurer also acts as the budget officer and TIF administrator. The role requires establishing effective working relationships with Village staff, the Village Board, attorneys, vendors, bankers, auditors, state and federal officials, and the public.
