The South Carolina Department of Health and Human Services (SCDHHS), the state's Medicaid agency, is seeking an experienced
IT Healthcare Consultant - Business Analyst (Advanced)
to support various healthcare and Medicaid-related technology initiatives. The selected candidate will work in a
hybrid model (3 days onsite)
and be responsible for
analyzing business needs, translating them into technical requirements , and supporting project execution from discovery through delivery.
Candidates should have experience with
IBM Cúram ,
Medicaid eligibility , and
government or healthcare-related IT systems .

Responsibilities Serve as a liaison between the business units and IT teams to ensure business needs are translated into functional specifications. Analyze and document business processes, user needs, technical requirements, and system functionality. Gather, validate, and document business and functional requirements using interviews, document analysis, and process observation. Translate business needs into use cases, user stories, and functional specifications. Assist in business process reengineering and improvements aligned with new technology implementations. Conduct requirement elicitation sessions with stakeholders, including business users, developers, and project managers. Manage the life cycle of requirements, including version control, traceability, and change management. Facilitate communication between business units and IT to support understanding, solution design, and implementation. Identify risks and recommend mitigation strategies. Participate in testing and validation phases of the project to ensure requirements are met. Communicate effectively with stakeholders, executives, and team members. Perform additional duties as required to support project success. Minimum Qualifications / Required Skills
1+ year experience with IBM Cúram software as a Business Analyst. 1+ year experience on government IT projects in a BA role or similar. 1+ year experience eliciting, analyzing, and documenting business rules and processes. 2+ years' experience with Medicaid Eligibility or other healthcare insurance systems. Excellent verbal and written communication skills in English. Strong experience writing detailed requirements, use cases, and process documentation. Demonstrated ability to mine requirements from laws, regulations, policy documents, and stakeholder interviews. Proficiency in business process modeling techniques, including use of graphical tools. Strong organizational skills and the ability to work independently. Ability to communicate technical and business concepts effectively to all levels of stakeholders. Preferred Qualifications
Previous experience working directly with SCDHHS or similar state Medicaid agencies. Knowledge of Medicaid enterprise systems and policy structure. Exposure to Agile/Scrum frameworks in public sector environments.
Education Requirements: Bachelor's degree
in a technical, business, healthcare, or related field is required.
