This position provides lead oversight for the Court Specialists conducting information-gathering and administrative duties for the Court Services program, including screening, research tasks regarding criminal defendants, as well as some case management. DISTINGUISHING FEATURES OF THE CLASS
Employees in this class are responsible for training staff members, assisting with the daily operations, reviewing the work of Court Specialists, working with the supervisor to ensure unity and collaboration preparing/recording work procedures as needed. This employee must be able to work independently with minimal supervision and must have the ability to interpret and apply statutes and other judicial procedures. This employee must be able to orally present information in a courtroom setting. This position is distinguished from the Court Services Specialist I by the lead responsibilities assigned to the classification. This position reports to a Court Services Supervisor. Examples of Duties DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include, but are not limited to: Provides oversight to personnel in a lead capacity by setting work priorities, adjustment/recommendations to work schedules and maintaining primary responsibility for training. Provides technical support to Court Services Specialist Is on processes, procedures and systems. Cover vacant caseloads. Provide new employee training and refresher training for existing staff. Performs quality reviews of cases. Monitors and assists with improving unit and staff performance by working reports as assigned by the supervisor. Assists the supervisor in identifying performance deficiencies and assists with the development and implementation of performance improvement plans. Monitors courtroom activities. Prepares and presents cases in court. Serves as the initial contact for staffing issues and escalated customer service challenges. Researches court documents and computerized data. Covers agency when all supervisors are absent due to meetings. Ensure assigned tasks are completed accurately and according to scheduled deadlines. Cover for other leads and designated leads in their absence RECRUITMENT STANDARDS Knowledge, Skills and Abilities
Considerable knowledge of pretrial release and criminal justice system procedures; courtroom protocol and bond hearing procedures; jail policies and procedures; Clerk of Court procedures; and community resources. Knowledge of pretrial release policies and procedures. Knowledge of North Carolina General Statutes. Knowledge of basic principles of case management. Knowledge of internal jail and court processes and procedures Knowledge of basic customer service and public relations techniques; and the practices and procedures of lead employee supervision and training. Ability to communicate effectively orally and written with Jail and Judicial personnel. Ability to interact tactfully with Court Specialist, court and jail personnel and the public under stressful conditions. Ability to work in a fast paced, but very structured and fact-driven environment/team. Ability to establish and maintain effective working relationships with management, coworkers, Clerk of Court staff, Judges, Law Enforcement Agencies, Jail staff, Public Defender's office, private attorneys, District Attorney's office and the public. Ability to plan, direct and review the work of others on a day-to-day basis. Ability to organize, prioritize, and coordinate multiple work activities and meet critical deadlines. Ability to work within strict daily time constraints while being flexible to last minute changes; Ability to make objective reports to the court; work with accuracy when verifying criminal records and personal defendant information, Ability to interview defendants effectively to obtain pertinent information; explain to defendants the importance of compliance with all pretrial conditions; Ability to use computer systems to retrieve and input information, maintain data for statistical reports, and effectively provide assistance to other program employees. Typical Qualifications Minimum Qualifications
Graduation from a four-year college or university, preferably in related field and two years of experience working in criminal courts; criminal legal field; criminal investigations; or defendant-based community programs OR Associate's degree, preferably in a related field and four years of experience working in criminal courts; criminal legal field; criminal investigations; or defendant based community OR High School diploma or GED and six years of experience working in criminal courts; criminal legal field; criminal investigations; or defendant based community.
Applicants must possess excellent communication skills and be able to work effectively with a wide range of individuals. Excellent computer skills required to effectively retrieve and input information.
Preferred Qualifications
Bachelor's Degree and two years of experience with at least one year of actual court experience, providing information to the courts both orally and in written form.

This position may require driving for this position whether driving a County owned or personal vehicle to conduct county business such as but not limited to attending conferences, meetings, or any other county related functions. Motor Vehicle Reports may be verified for valid driver's license and that the driving record is compatible with the county's driving criteria.
