Overview

The NYC Department of Environmental Protection (DEP) protects public health and the environment by supplying clean drinking water, collecting and treating wastewater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. We deliver 1.1 billion gallons of high-quality drinking water per day to 8.3 million New York City residents and more than 1 million people in Upstate New York, and we collect and treat an average of 1.3 billion gallons of wastewater per day. The Bureau of Environmental Planning and Analysis (BEPA) is responsible for design and construction of Green Infrastructure in NYC and maintenance operations of all constructed Green Infrastructure assets. To date, DEP has constructed over 11,000 assets in Queens, Brooklyn and Bronx, with most assets located within the public right of way, including rain gardens, infiltration basins, porous panels and medians. Responsibilities

Green Infrastructure Maintenance seeks to hire an Administrative Horticulturist to serve as the Deputy Chief of Green Infrastructure to manage a staff consisting of both technical staff and field staff. Under the direction of the Chief of Green Infrastructure Maintenance, manage technical and labor class personnel in a large dynamic maintenance unit responsible for routine and periodic maintenance and repair of the Agency’s green infrastructure practices. Lead multi-year and seasonal project planning and tracking; oversee contract drafting and review; manage equipment and supply procurement; coordinate with project management teams on in-house and contracted hardscape repairs, plantings, and enforcement activities. Serve as a point of contact for EHS/IT and Fleet Services to ensure procedures and emerging policies are reviewed and implemented. Assist the Chief in coordinating maintenance and repair activities with internal and external project managers and collaborate with DEP Bureau personnel on capital repair planning; prepare detailed presentations on completed projects and new needs. Shape the program and train team members in a multidisciplinary environment; support growth with new asset types and equipment as the maintenance unit expands. Continuously and transparently evaluate overall efficiency of the maintenance team and analyze the impact of changes to practices and procedures. Interact with interagency, NGOs, and community stakeholders; understand KPIs and advance team performance; prepare technical reports and maintain workflow correspondences. Work independently and exercise autonomous decision making to resolve problems of considerable difficulty. Support the Chief of the Unit in responsibilities including but not limited to: managing supervisory and labor staff; overseeing administrative functions and technical analyses; recruitment, onboarding, training, and performance evaluation; disciplinary actions; field/satellite yards, fleet assets, and facilities; long-term facility and equipment planning; contractor oversight; and collaboration with staff analysts and city researchers on maintenance performance. Minimum Qualifications

A baccalaureate degree from an accredited college with a major in horticulture, arboriculture, or landscape architecture and four years of full-time, paid horticultural experience, two years of which must be in a supervisory/administrative/managerial capacity; or A satisfactory equivalent; candidates must have at least a high school diploma or equivalent and one year of supervisory/administrative/managerial experience as described above.

Preferred Skills

10 years’ experience with operations and familiarity with DEP’s Green Infrastructure Program. Motor Vehicle Operator’s License valid in New York State. Experience and knowledge of administrative, technical, and practical work in horticulture operations. Strong management, planning, coordination, problem-solving, and supervision skills. Ability to organize priorities and coordinate work at multiple sites; decisiveness and teamwork. Ability to manage a multidisciplinary team, collaborate with peers, and meet goals by deadlines. Experience with asset tracking and dynamic technology environments; ability to maintain organized records. Knowledge of City procurement and contracting processes; strong written and oral communication skills. Ability to work with senior managers and supervise contractors and maintenance staff; diplomacy with public and officials. Working knowledge of work order management systems, GIS-based asset management, and standard office software.

Compensation

$75,443.00 – $201,607.00
