Overview

RQ Construction (RQ) is a privately held, full-service design-build firm specializing in fast-track commercial construction for the Department of Defense, with a Jacksonville, FL engineering department and nationwide locations. The Director of Civil Engineering leads the Civil Engineering Department in Jacksonville, overseeing strategic and technical direction for the civil engineering practice related to DoD projects. The role requires deep DoD design standards expertise, cross-disciplinary coordination, and leadership to grow a team serving U.S. military clients, in alignment with the enterprise Mission, Vision, and Values. Responsibilities

Lead and grow the Civil Engineering Department in Jacksonville, FL, directing strategic and technical direction for civil engineering practices related to DoD projects. Apply DoD-specific design standards and coordinate interdisciplinary efforts across projects and teams. Provide leadership for staffing, development, and mentorship of civil engineers and designers. Ensure compliance with federal, state, and local regulations, permits, and codes; coordinate with procurement and project delivery teams (DBB, DB, ECI) under FAR regulations. Collaborate with other disciplines and project stakeholders to deliver fast-track design-build solutions. Education and Experience

Bachelor's degree in Civil Engineering (Master's preferred) Professional Engineer (P.E.) license required Fifteen (15)+ years of experience in civil/site design, with some DoD or military infrastructure project design preferred Proficiency in civil design software such as AutoCAD Civil 3D, StormCAD, HEC-RAS, InfoDrainage or similar Familiarity with federal procurement methods, including DBB, DB, and ECI under FAR regulations Strong knowledge of federal, state, and local regulations, permitting procedures, and codes Willingness to travel to job sites as needed EEO and Additional Requirements
