Deputy Public Works Director I/II - (Engineering)

Under general supervision, the incumbent supports the planning, organization, direction, and management of the Public Works Department’s operations and services. Responsibilities include leading the Engineering and Capital Project Management Division, overseeing daily engineering activities for capital projects, managing contracts, and ensuring compliance with applicable regulations. The incumbent also undertakes special assignments as directed by the Public Works Director and performs related duties as required. DEPUTY PUBLIC WORKS DIRECTOR I

Licensing And Certifications

Possession of, or ability to obtain, an appropriate valid California Driver’s License. Education And Experience

Equivalent to a Bachelor’s degree from an accredited four-year college or university with major coursework in civil engineering, construction administration, or a closely related discipline. AND Two (2) years of full-time increasingly responsible experience in planning, development, construction, operations, and/or maintenance of public works facilities; and at least one (1) year in a management or supervisory position. Advanced education in civil engineering, public administration, or related disciplines is preferred. Additional directly related experience and/or education may be substituted. Positions may require local and statewide travel. Background checks may be required. EXAMPLES OF ESSENTIAL DUTIES

Assist with planning, organizing, directing and managing the functions and activities of the Department of Public Works. Hire, supervise, train, and evaluate assigned staff; oversee and coordinate department personnel activities. Assist with the development and implementation of department goals, objectives, and priorities. Assist with and administer budgets for delegated functions. Develop and submit grant applications for various projects and manage the administration of awarded grants. Work with the Public Works Director in formulating department procedures and policies. Assist with long-range plans and capital improvement requirements for assigned areas; carry out approved plans. Oversee the preparation of capital project development documents for roads, bridges, drainage, and related facilities. Prepare RFPs/RFQs for engineering, construction management, and related services; prepare and negotiate contracts; evaluate proposals. Oversee professional engineering studies and consultant work; coordinate field inspections and ensure project compliance with engineering standards. Monitor legislation affecting areas of responsibility and develop impact reports; prepare ordinances or amendments as needed. Develop comprehensive reports and present findings to the Board of Supervisors and the public. Perform special assignments for the Public Works Director and serve as liaison with boards, commissions, and other agencies as delegated. MINIMUM QUALIFICATIONS

Knowledge Of:

Principles, practices, and methods of civil engineering as applied to public works facilities. Design and construction of roads, bridges, or airport projects. Applicable laws, regulations, and ordinances; grant development and administration. Inspection methods, research and statistical methods, budget development and control. Project planning, development, coordination, and direction; management, supervision, training, and evaluation. Ability To:

Plan, organize, manage, and coordinate Public Works functions and services. Provide supervision, training, and timely evaluations; administer budgets. Direct complex engineering and construction surveying work; manage grants. Perform special assignments for County boards and commissions; prepare clear reports. Operate computer software for public works administration; make effective oral and written presentations. Represent the Department with the public and other agencies; work under pressure and meet deadlines; demonstrate cooperative behavior. DEPUTY PUBLIC WORKS DIRECTOR II

Definition

Under general direction, the incumbent assists with planning, organizing, directing, and managing the Public Works Department’s functions, operations, and services. This includes serving as a division head of the engineering and capital project management division, providing day-to-day direction and engineering management for capital projects, as well as developing and administering contracts and ensuring regulatory compliance. They also handle special assignments as directed by the Public Works Director and perform related duties as assigned. Distinguishing Characteristics

This is a management classification that supervises the Department of Public Works. The II level is distinguished from I by licensure as a Civil Engineer. The appointment is at-will. Supervision Received and Exercised

Receives general supervision from the Director of Public Works or other management staff, and exercises direct supervision of professional, technical, and administrative support staff. Examples Of Essential Duties

Provide oversight and direction for the work of the Principal Civil Engineer. Continue responsibilities listed for Deputy Director I and add licensure requirements. Manage capital project development and contract administration; oversee engineering studies and field inspections. Develop long-range plans, budgets, and grant administration. Represent the department with boards, commissions, and other agencies. Minimum Qualifications

Same as Deputy Public Works Director I, with the addition of possession of a valid Professional Civil Engineer registration in California and at least four (4) years of engineering experience, including at least two (2) years in management or supervision.
