The Evanston Public Library (EPL) is seeking a detail-oriented self-starter to join the team in the role of Human Resources Manager. Strong management, interpersonal, organizational, and communication skills are critical to this role. Reporting to the Executive Director, EPL is seeking a full-time

Human Resources Manager

who will be responsible for all aspects of human resources including operations, personnel, workers compensation, talent acquisition, classification and compensation, employee benefits, labor relations, training and development, equal employment opportunity, performance management, human resource information systems (HRIS), and wellness programming. Serves on the Library’s management team and participates in strategic planning and policy development. Implements the Library’s strategic plan, ensuring that the unit is living up to the library’s mission, vision, and culture statement.

What We Offer

40 hours per week, On-Site

Highlights of What Your Role Is

Manages Human Resources, Payroll and Workers Compensation staff; assigns projects and activities; evaluates performance, initiates, and/or reviews discipline.

Receives employee complaints relating to policies including sexual harassment and discrimination, refers to appropriate forum and/or initiates investigations; submits findings to Executive Director for further action. Works with the Law Department with processing of EEOC complaints, and employment litigation.

Plans, directs, coordinates, and reviews work of the Human Resources unit. Maintains written procedures and suggest process improvements.

Interviews, hires, trains, schedules, supervises, coaches, and evaluates unit staff while providing guidance, support, and leadership within the culture of the organization. Assists in other hiring decisions as required.

Responsible for recruitment and retention of a diverse workforce. Performs hiring and job placement activities. Provides training and coaches supervisors in hiring, supervising, and evaluating employees and resolving disciplinary issues.

Responsible for fostering a diverse and inclusive environment. Coordinates and supports diversity and inclusion programs, activities, training, and development.

Remains informed about state and federal statutes and guidelines which may impact on the library's personnel practices. Advises the Executive Director to ensure personnel policies are applied in a legal, consistent, fair, and professional manner, and recommends corrective action when necessary.

Recommends, develops, and implements human resource programs and policies to align with the achievement of library goals and strategies.

Updates and revises the personnel policy, forms, letters, and job descriptions as needed.

Monitors compensation administration and recommends changes to existing programs to meet competitive marketplace objectives.

Assists in selection of benefit programs for employees.

Process FMLA paperwork and requests relating to benefit time off; including Short Term Disability Leave, Parental Leave, and Sick Leave.

Other duties as assigned.

What We Require

Bachelor's degree or higher in psychology, human resources or related field, preferably supplemented with a master's degree in human resources management, public administration or similar field, HRCI/SHRM certification preferred.

8+ years of increasingly responsible experience in human resources management.

3 years of supervisory and leadership responsibility.

Well-developed leadership and administrative skills and a generalist background with broad knowledge of talent acquisition, compensation, employee engagement, learning and development, organizational planning, employee relations, labor relations, payroll, pension administration, safety and worker's compensation.

Relevant experience in public sector human resources leadership, and a thorough understanding of federal and state requirements and guidelines relating to human resources management.

Experience with labor relations, including relevant experience in administering union contracts including grievance and arbitrations.

Excellent interpersonal skills. Must be approachable by employees at all levels; must be able to develop effective working relationships with employees, managers, City officials, unions and outside vendors.

Experience as a team member in a diverse organization, including diversity in organization, ethnicity, culture, and social contexts.

Skill in listening to others, identifying real issues, and responding to a variety of situations requiring emotional maturity, confidentiality, and trust building.

Ability to write policies, procedures, rules, regulations, memos, letters, reports, analyses.

Ability to perform cost analyses for contract negotiations, budget development and monitoring, position budgeting, re-organizations, and the like.

Must be fluent in Google Workspace and Microsoft Office.

Experience with computer word processing and spreadsheet software.
