Perform a variety of duties in support of classified and certificated human resources and payroll programs Serve as an informational resource to departmental staff, employees, job applicants and the general public with regard to the various benefit programs, e.g., medical, dental, vision, cafeteria plan options; defined contribution retirement programs (403b); extended leaves of absence; and workers compensation Administer the various employee benefit programs including group health, flexible spending accounts, disability insurance and life insurance as applicable Input a variety of employee benefit and leave information into an assigned computer system; maintain automated employee records and files; generate a variety of computerized lists and reports; assure accuracy of input and output data Establish and maintain a variety of personnel and payroll files and records according to established policies and procedures Assist with the creation and conduct new employee on-boarding presentations and ensure personnel are well informed of human resources policies, programs, and benefits Serve as a resource to management and staff on issues of employee leave reporting; coordinate extended leave of absence information and notifications Serve as the point person for catastrophic leave program administration, including election periods, leave bank tracking, eligibility coordination Determine proper usage of employee leave (e.g., FMLA, CFRA, PDL, sick differential) and make adjustments according to bargaining unit agreements and processes; refer to the Human Resources Director for non-routine situations Ensure timely notification is sent to employees regarding: leave designation and rights; workers compensation insurance; COBRA rights upon termination; ACA offers Provide information and assistance to prospective and current employees regarding benefit programs Assist with and monitor health benefit open enrollment information to ensure proper completion of forms and that all necessary forms have been received Serve as a liaison with employees and the various benefit providers Administer the workers compensation insurance program; work with supervisors, employees and carrier to assist with information exchange; assist the Human Resources Director with the interactive process upon release and return to work Compile various reports such as the Union Data Reports and Bureau of Labor Statistics Monitor and track COBRA and retiree benefit payments; notify individuals of late/missed payments; refer to Human Resources Director for resolution of non-payment Coordinate with payroll for leave accounting ensuring that information is shared timely for proper payroll processing Reconcile all benefit billings and coordinate with the various vendors providing services Perform general accounting clerical work, processing transactions and maintaining complete files and accurate records Review and submit claims or reports to other agencies with minimal direction Operate a variety of office equipment including a calculator, copier, fax machine, typewriter, computer and assigned software Communicate with BCOE personnel and outside agencies to exchange information and resolve issues or concerns Compose a variety of correspondence including inter-office communications, lists, notices, forms, letters, memoranda and other materials; disseminate bulk mailings as requested Perform variety of clerical duties related to assigned activities such as answering phones, verifying employment, greeting visitors and duplicating materials Perform in a collaborative environment Perform additional tasks as assigned to like positions Qualifications
Knowledge Of Human resources office functions, practices and procedures Practices and procedures related to classified and certificated personnel Knowledge of various leave laws including FMLA, CFRA, PDL, workers compensation Applicable laws, codes, regulations, policies and procedures Contemporary office methods Correct English usage, grammar, spelling, punctuation and vocabulary Data processing operations related to the maintenance of fiscal records Interpersonal skills using tact, patience and courtesy Knowledge and understanding of financial and accounting principles and procedures Mathematics to the level of beginning algebra Operation of a computer and assigned software Oral and written communication skills Preparation and processing of payroll information Principles of financial record keeping Record keeping and report preparation techniques Technology and computer skills with proficiency in database, spreadsheet, and Internet applications Telephone techniques and etiquette Ability To Analyze basic financial records and transactions and determine compliance with County Office and State policies and procedures Audit, verify and transfer data accurately and in a timely manner Complete work with many interruptions Establish and maintain cooperative and effective working relationships with others Identify problems or issues and determine appropriate course of action within prescribed alternatives Interpret, apply and explain rules, regulations, policies and procedures Maintain confidentiality of sensitive and privileged information Meet schedules and timelines Operate a computer and standard office equipment Perform accounting clerical work requiring the application of prescribed procedures and guidelines Perform mathematical calculations with speed and accuracy Perform physical requirements of the job with reasonable accommodation Prepare and give presentations Plan and organize workload within department Prepare various financial reports, records, journal entries and summaries related to payroll, taxes and retirement systems Understand and interpret a variety of financial statements, reports and documentation Work independently with little direction Experience And Training Graduation from high school or equivalent Three years of responsible human resources experience Completion of human resources related coursework may be substituted for Seniority level
