Job purpose

The Civil Construction QA/QC Manager is responsible for ensuring that all civil construction activities meet internal and external quality standards. This includes overseeing the development and implementation of inspection procedures, managing non-conformance reports, and liaising with stakeholders to maintain project compliance with codes, specifications, and contractual requirements.

Duties and responsibilities • Develop, implement, and maintain the Project Quality Plan and related QA/QC procedures. • Oversee all quality assurance and quality control functions for civil construction works (e.g., earthworks, concrete, drainage, utilities, etc.). • Conduct inspections, testing, and audits to ensure materials and workmanship comply with design specifications and applicable standards. • Review and approve construction method statements, inspection & test plans (ITPs), and material submittals. • Ensure all inspection activities are properly documented and reports are submitted on time. • Coordinate with construction supervisors, engineers, and subcontractors. • Manage the non-conformance reporting (NCR) process and ensure timely corrective/preventive actions. • Participate in internal and external quality audits and provide support for third-party inspections. • Interface with the client and consultants on all quality-related matters. • Train site personnel on quality procedures and standards. • Maintain the quality documentation system for traceability and project handover. • Other miscellaneous duties as assigned.

Requirements & Qualifications

• Bachelor's degree in civil engineering or relevant discipline • 5+ years of experience in civil construction QA/QC, including infrastructure or heavy civil projects • In-depth knowledge of construction standards (e.g., ASTM, ACI, AASHTO, BS/EN standards) • Familiarity with ISO 9001:2015 Quality Management Systems • Experience in managing inspection and testing programs • Strong documentation, reporting, and communication skills • Proficiency in MS Office and QA/QC software tools • Excellent verbal and written communication skills and an ability to build and maintain strong client relationships • Strong organizational skills and attention to detail and accuracy of information

Preferred Certifications • Certified Quality Engineer (CQE) or equivalent • ISO 9001 Lead Auditor • NEBOSH/OSHA (for safety awareness)
