Job Summary: Manage the design and construction of complex terminal and paving infrastructure projects within Intermodal, Transflo, and Transportation. Responsible for design, installation, and upkeep of all Intermodal infrastructure assets. Primary Activities and Responsibilities
Provide direct onsite project guidance and construction oversight of complex terminal infrastructure projects. Primary focus on pavement management, but also including buildings, drainage, etc. Be present during key construction activities, respond to RFIs and resolve construction conflicts. Generate daily technical construction progress reports. Prepare scope of work and manage contractors for design geometry, grading, drainage, permitting, site utilities markings, survey and phasing. Direct and oversee production of plans by Design Engineer(s) and participate in design review meetings, specification reviews, and cost estimate development. Delineate limits of construction based upon visual and testing data. Work in conjunction with Design Engineer(s) to develop strategic short and long term forecasts for pavement replacement/repairs for Intermodal, Transportation, Transflo and others as assigned. Responsible for design, installation, and upkeep of all Intermodal infrastructure assets. Visit sites and meet with contractors to perform conditional assessments of assets. Evaluate new/existing contractor base and ensure compliance with CSX standards for insurance, training, ISN and all other contractor requirements. Ensure compliance with all company and federally mandated rules and regulations for safety and operations. Responsible for preparing and obtaining necessary permits from local, state, and federal regulatory agencies within scope of responsibility. Develop and present business case justification necessary to secure funding for assigned projects. Develop scope, establish budget, set schedule, and determine resources required to effectively execute assigned projects. Ensure proper oversight of project expenses, review and approve invoices and contractor expenses associated with assigned projects. Perform various administrative duties necessary for successful project completion including generation of project charters, purchase requisitions, bid documents, contract documents, filing and managing union Labor Notices, generation of various reports and presentations, and investigative reporting as needed. Maintain and keep in good order all CSX assigned assets provided for employee use. Miscellaneous activities and responsibilities as assigned by manager. Minimum Qualifications
Bachelor's Degree/4-year Degree in Civil Engineering or other technical field 5 or more years of leading pavement projects including complex design load engineering and construction in areas such as Intermodal freight yards, ports, or airfields Equivalent Minimum Qualifications
High School Diploma/GED 7 or more years of experience in leading or project managing Construction or Engineering projects Preferred Qualifications
In addition to meeting the above qualifications, any of the following are preferred: Masters Degree in Civil Engineering or other technical field 5 or more years of leading pavement projects including complex design load engineering and construction in areas such as Intermodal freight yards, ports, or airfields Knowledge and Skills
Provide subject matter expertise and technical guidance regarding all areas of responsibility. Knowledge of Association of American Railroads (AAR) regulatory standards Knowledge of Federal Railroad Administration (FRA) regulatory standards Knowledge of Occupational Safety & Health Administration (OSHA) standards Knowledge of National Fire Protection Association (NFPA) standards Knowledge of National Electric Code (NEC) and National Electrical Safety Code (NESC) standards Knowledge of Universal Building Code (UBC) standards and local variants Knowledge of Environmental Protection Agency (EPA) standards Ability to read, understand, and create design drawings and specifications Develop scope, detailed cost, and schedule estimates for proposed projects People leadership skills and strong knowledge of CSX Labor Agreements Ability to manage multiple activities and adapt to changing priorities Ability to communicate effectively with a variety of internal and external audiences Create business justification (AFE) packages including project charters and/or reason & benefit statements Microsoft Office skills (Intermediate proficiency in Teams, Word, Excel, and PowerPoint) Strong financial acumen Job Requirements
Ability for extensive travel (up to 100%) for construction Project Management work at regional project sites or assist outside assigned region as needed. This will require weekly (or longer) stays for Project Management oversight Different shifts as assigned in 24 hour/7 days a week operation (including working weekends) Wear protective equipment such as welding shields, hard hat, hearing protection, steel-toe boots, work boots, safety vest, face shield, and safety glasses Federal regulations require random testing for drugs and/or alcohol Environmental Conditions
