The NYC Department of Design and Construction’s Division of Project Controls is seeking a Senior Estimator to support the Job Order Contracting Services (JOCS) program. Reporting to the Senior Project Controls Specialist within the Cost Controls Unit, the candidate will be responsible for the end-to-end development of job orders, working closely with Program Unit designees and serving as the main point of contact for contractors. Duties include evaluating client requirements, participating in joint scoping meetings, preparing drawings and cost estimates across general construction and specialized trades (mechanical, electrical, plumbing), reviewing contractor proposals, conducting proposal-review meetings, and issuing work orders for registration.
The role requires managing multiple projects simultaneously (each to be completed within 45 days), coordinating time extensions and supplemental job orders, visiting job sites to monitor performance, and ensuring compliance with JOC procedures. The candidate will submit weekly project updates to Unit Directors and monthly tracking reports via eGordian, collect performance evaluations and completion certificates, and handle project close-outs. Strong administrative accuracy, time management, and prioritization skills are essential, along with involvement in bid analysis, variance reporting, schedule reviews, and risk management support.

Minimum Qualifications
One year of full-time satisfactory experience in supervising employees performing project management work, such as planning, administering, managing, coordinating, or expediting, on engineering and/or architectural and/or landscape architectural projects, or supervising a construction project with a value of $1,000,000 or more, and either: 1. A baccalaureate degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration, and one year of full-time satisfactory experience in project management work, such as planning, administering, managing, coordinating, or expediting, for engineering and/or architectural and/or landscape architectural projects; or 2. A four-year high school diploma or its educational equivalent and five years of experience as described in '1' above; or 3. A four-year high school diploma or its educational equivalent plus any combination of college or university education and/or experience described in '1' above to make up the equivalent of five years of education and experience. The ideal candidate will have extensive experience working with architectural and construction drawings, with a strong ability to read and interpret construction documents and specifications. They should be skilled in using eGordian software for cost estimating across general construction and various trade disciplines such as mechanical, electrical, and plumbing, as well as experienced in cost estimate reconciliation, bid variance analysis, and developing construction schedules.
