Summary
This position has responsibility for the quantity, quality and timeliness of departmental work assigned. Serves as a technical expert and facilitates training, competency assessment and on going education of employees. Assists in the development and implementation of practices to meet operational and regulatory laws and standards.
This position will assist with recommendations on hiring, counseling, and performance review of staff. Under limited supervision, directs and supervises assigned personnel and daily activities to ensure efficient and uninterrupted operations. This position is responsible for being knowledgeable of laboratory departments and general operations remaining competent to perform the tasks required by the team members reporting to them. Maintains superior performance in laboratory registration, phlebotomy, customer relations, patient care and safety.
Responsibilities
(40%)*Serves as technical expert. Coaches, counsels, trains and develops employees assigned. Assists in the development and implementation of practices to meet operational and regulatory laws and standards. Ensures safe laboratory practices. Monitors productivity, competency and technical accuracy of the team.
(30%)* Acts as a liaison between customers and lab. Solves customer problems (both inpatient and outpatient) in timely manner. Facilitates specialized testing procedures and assists in organizing team participation in community health programs. Participates in process improvement initiatives
(15%)* Conducts job performance reviews to develop and maintain competent, engaged employees
(15%)* Establishes work schedules to provide adequate coverage in the department, and in alignment with the budget. Screens, interviews and hires qualified candidates.
OTHER DUTIES AND RESPONSIBILITIES:
Collaborates to develop plans for capital and expense budget.
Seeks cost containment opportunities, inventory control, participates with purchasing and the Value Analysis Team to evaluate new products. Assists with supply and equipment acquisition and is acquainted with service level contracts associated with such purchases.
Participates to maintain CLIA, CAP, and Joint Commission standards. Oversight of regulatory documentation for regulatory agencies, such as temperature and supply expiration logs. Prepares for inspections and meets with regulatory surveyors, if needed. Responsible for new projects initiated in response to regulations, needs and progress.
Assists the Manager to gather data, monitor and assess departmental performance and ensures established quality targets are achieved.
Develops, maintains and communicates departmental policies and procedures.
Communicates/assigns new policies and procedures. Ensures compliance and provides interpretation of procedural intent as requested and/or required.
Conducts team meetings.
Ensures safe laboratory practices.
Assists System Phlebotomy leaders in the creation of teaching materials and methods to test the competency of staff.
Ensures effective utilization of laboratory computer system.
Assist with justifications of FTE and other requests. Screen, interview and hire phlebotomy candidates.
Compile data to initiate or sustain business objectives.
Must maintain the credentials necessary to provide high quality training for hospital registration of patients and specimens.
Using applicable time management system, effectively manages payment for employees.
Effectively schedules employees to provide adequate coverage with minimal overtime.
Monitors technical quality and accuracy of specimen collection.
Sustains expertise and credibility by maintaining competency in all areas of oversight.
Participates with committees and community events as appropriate.
Demonstrates outstanding phlebotomy skills, knowledge of laboratory tests, nursing home program protocol, and knowledge of Laboratory computer system
Demonstrates effective communication with Management and Leadership.
Promotes daily huddles to understand operational and employee needs for process improvement efforts.
Coordinates time off with Laboratory leaders to provide support at all times.

Equivalent Experience: If driving company vehicle, must be eligible under the medical center's insurance guidelines.

EXPERIENCE, TRAINING AND SKILLS:
Three (3) to five (5) years• experience working as a phlebotomist in a Medical Center or similar setting required.
Leadership skills needed to effectively direct a diverse team including coaching, counseling, and disciplinary skills.
Interpersonal skills needed to communicate successfully with individuals and groups and interact with people at all levels to communicate ideas and concepts in a clear and understandable manner.
Customer service oriented.
This position must show knowledge, ability, and competence in treating patients who range in age from birth to 100+ years.

PHYSICAL/MENTAL REQUIREMENTS AND TYPICAL WORKING CONDITIONS:
Exposure to stressful situations, including those involving public contact, as well as, trauma, grief and death.
Able to wear personal protective equipment that includes latex materials or appropriate substitute if required for your position.
Is able to move freely about facility with or without an assisted device and must be able to perform the functions of the job as outlined in the job description.
Overall vision and hearing is necessary with or without assisted device(s).
Frequently required to sit/stand/walk for long periods of time. May require frequent postural changes such as stooping, kneeling or crouching.
Some exposure to blood borne pathogens and other potentially infectious material. Must follow MyMichigan Health bloodborne pathogen and TB testing as required.
Ability to handle multiple tasks, get along with others, work independently, regular and predictable attendance and ability to stay awake.
Overall dexterity is required including handling, reaching, grasping, fingering and feeling. May require repetition of these movements on a regular to frequent basis.
Physical Demand Level: Light. Must be able to occasionally (0-33% of the workday) lift or carry 11-20 lbs., frequently (34-66% of the workday) 10 lbs. and or Walk/Stand/Push/Pull of Arm/Leg controls.
