Position Overview:

We are seeking a highly skilled

Senior Program Management Analyst

to provide specialized program and financial management support to Department of Defense (DoD) stakeholders. This role requires advanced analytical expertise, Excel and Power BI proficiency, and the ability to lead process improvements, manage requirements, and support strategic decision-making across enterprise-level programs. The ideal candidate will combine technical acumen, financial analysis, and stakeholder management to help drive mission success.

Essential Functions:

Excel & Data Proficiency Perform advanced analysis using Excel functions (formulas, XLookup, VLookup, slicers, conditional formatting). Conduct regression, trend, sensitivity, and Pareto analyses using Excel, Power BI, and other toolsets. Create visualizations and dashboards to support program execution and reporting. Strategic Development

Support enterprise strategies and guidance with DoD agencies and users of the Defense Acquisition Workforce Development Account (DAWDA). Understand acquisition workforce objectives, funding accounts, and their role in recruitment, training, development, and retention. Business Process Analysis & Improvement

Conduct in-depth analysis of business processes to identify inefficiencies. Lead initiatives to streamline and optimize program execution. Requirements Elicitation & Management

Facilitate workshops, interviews, and surveys to define and prioritize requirements. Establish and communicate program funding requirements by organization. Provide detailed Program Objective Memorandum (POM) guidance and instructions for proposals, allocations, and resource use. Program Execution & Financial Management

Maintain accurate fund balances and track allocations across entities. Analyze available balances to recommend distributions for unfunded requirements (UFRs). Validate balances with official financial systems and reporting tools. Stakeholder Management

Build and maintain strong relationships with DoD leaders, managers, and stakeholders. Provide program overviews and maintain transaction accounting in government-approved systems. Ensure reconciliation with financial system reports. Data Analysis & Modeling

Perform execution analysis of funding programs. Provide actionable recommendations to the Program Manager (PM) on funding changes and program status. Project Management & Risk Management

Lead project planning, scoping, and scheduling activities. Monitor progress against milestones and manage risks with mitigation strategies. Provide recommendations on future funding actions. Training & Knowledge Transfer

Deliver training sessions, workshops, and user guidance for program execution and data submission. Update financial tools and operating guides to improve user experience and compliance. Compliance & Governance

Ensure all program activities align with DoD regulations, federal guidelines, and compliance standards. Executive Reporting & Communication

Prepare executive briefs, reports, and presentations for senior leaders. Provide analysis and data for annual funding execution reports and congressional reports. Draft clear and concise communications, slides, and responses to information requests. Qualifications

Qualifications

US Citizen Bachelor's or Master's degree in Business, Finance, Public Administration, or related field. 10+ years of experience in program management, financial management, or related DoD program support. Advanced proficiency with Excel (including Analysis ToolPak) and Power BI. Strong background in financial analysis, forecasting, and budget management. Demonstrated experience supporting DoD programs and stakeholders. Excellent communication, stakeholder engagement, and executive briefing skills. Strong problem-solving skills and ability to manage competing priorities. Active DoD security clearance (or ability to obtain), strongly preferred.
