Description
This position supports the City of Merriam's mission by providing a variety of technical and professional research and administrative work for the Community Development Department. This position actively interacts with members of the public and has a strong sense of customer service.
• Processes applications for rezoning cases, request for conditional/special uses, Board of Zoning Appeals and ensures proper file content as required by ordinances and state law provisions
• Provides information related to the existing zoning of property, the zoning ordinance, subdivision regulations, building permit, flood zones, and other code provisions
• Provides information to interest parties concerning cases undergoing public review
• Draft and present staff reports to the Planning Commission, Board of Zoning Appeals, and occasionally to the City Council
• Conducts pre-submittal meetings with developers and property owners
• Performs sign inspections, issues sign permits, and answers sign code questions from the public
• Assists in the construction permitting function, including application and plan review, fee assessment and collection, permit issuance, inspection, and occupancy
• Assist with implementing the City of Merriam rental licensing and inspection program
• Periodically patrols or inspects an assigned area to monitor for local codes violations.
• Responds to complaints of potential code violations
• Assists with answering phones, greeting the public, and providing customer assistance
• Prepares correspondence and maintains records
• Provides staff assistance to the Community Development Director, Building Inspector, and Neighborhood Services Manager
• Provides Geographical Information Systems (GIS) mapping assistance, as needed
• Serves as a back-up for the Community Development Office Coordinator, Human Resources Office Coordinator, and the City Clerk, as needed
• May serve as a member of various employee committees
• Promote City values at all times
• Other duties as assigned
Requirements
Minimum Requirements
• Must possess a valid driver's license with an acceptable driving record
• Must be physically able to move on or around active construction sites and buildings under construction
Education & Experience
• Bachelor's degree from an accredited university or college in Urban Planning, Civil Engineering, Landscape Architecture, Architecture, or other related field
• Some experience with technical and professional work in the area of community development, neighborhood planning, and/or permit processing environment
• Any equivalent combination of education and experience will be considered
Knowledge, Skills & Abilities
• Ability to effectively communicate on a one-to-one basis with the public
• Excellent public service skills
• Ability to establish and maintain effective working relationships with all employees, public officials, and members of the public
• Ability and skill to communicate favorable and adverse decisions and the reasons behind the decisions in clear and concise terms both verbally and in writing
• Excellent written communications skills
• Ability to work independently and as a part of a team
• Ability to maintain accurate records
• Data entry accuracy and skills
• Ability to establish and maintain effective working relationships with the public, employees, and elected officials
• Knowledge of basic planning principles and practices
• Ability to read and interpret site plans, maps, architectural plans, specifications, and legal descriptions
• Ability to read and interpret applicable codes, ordinances, and regulations
• Working knowledge of GIS database and software
Physical Demands
To perform the essential functions of this job successfully, employees must be able to meet certain physical demands. Reasonable accommodations may be made for individuals with disabilities. The majority of work is performed in a quiet office setting with some work being performed in a vehicle, or on active construction sites. Employee will be required to sit, stand, walk, have fine finger dexterity, reach with hands and arms. Employee may be occasionally required to stoop, kneel, crouch. May occasionally be required to lift up to 25 pounds. Auditory acuity within normal range, with or without correction, is required. Visual acuity with or without correction, for reading computer screens, printed documents, and operating equipment is required.
Work Environment
Typically work is performed in an office environment and is frequently required to work in outside weather conditions of all types and during all seasons. The employee will occasionally work in high, precarious places, and may be exposed to toxic or caustic chemicals. The typical noise level in the work environment is quiet to moderately noisy, and is occasionally loud if on an active construction site.
