Description
Under general supervision of the Chief Pharmacist, the Pharmacy Buyer manages the procurement and inventory of drugs and medical supplies for the Pharmacy Department. Performs inventory management to ensure adequate stocks of medications are available. Oversees the removal of outdated and recalled medications from supply, maintains purchasing contract compliance, promotes cost effectiveness, and works in compliance with applicable state and federal laws and regulations. Procures and distributes medications to the pharmacy floor and outlining field clinics according to established clinic and departmental policies, procedures, and protocols. Uphold the principles of WIHCC's Vision, Mission, and Value Statements. Maintains confidentiality of all privileged information at all times.

Essential Duties & Responsibilities: Maintains regular attendance and punctuality. Purchases and negotiates materials, equipment, and supplies from vendors. Evaluates vendor quotes and services to determine the most desirable suppliers based on price, quality and reliability. Receives and expedites medications to pharmacy floor plus field clinic inventory. Works with detailed historic reports to determine order quantities, processes new purchase orders, and amends generated orders to meet requirements. Manages inventory control activities including implementing process enhancements to streamline the replenishment function. Exercises operational management of the pharmacy inventory systems. Supports inventory changes based on the Pharmacy and Therapeutics Committee decisions. Manages pharmacy procurement for non-drug purchases. Processes wholesaler invoices for payment by accounts payable. Provides training and in-service education to pharmacy staff regarding pharmacy inventory management products, contract compliance, and the use of McKesson ordering system. Evaluates contract compliance and implements change to correct in all pharmacy purchasing areas of the clinic. Maintains inventory to reflect changes in contracts. Maintains inventory of high cost medications. Communicates to pharmacy staff regarding drug shortages and drug recalls. Provides technical support for purchasing and inventory management systems (Omnicell Cabinets, Parata Max, and Script Pro). Ensures that all medications are properly label/store and appropriate par levels are maintained. Completes overview of waste management using Stericycle and Inmar EXP Healthcare for any outdated medications and any hazard waste. Establishes and maintains long-term customer relationships, building trust and respect by consistently meeting exceeding expectations. Participates in the process of and quality improvement activities of the department. Requires completion of tasks or duties assigned by a supervisor. Upholds all principles of confidentiality and patient care to the fullest extent. Adheres to all professional and ethical behavior standards of the healthcare industry. Adheres to WIHCCs Personnel Policies and Procedures, departmental policies, rules, and regulations. Interacts in an honest, trustworthy and dependable manner with patients, employees, visitors, and vendors. Possesses cultural awareness and sensitivity. Minimum Qualifications:
Bachelor's Degree in Business Administration or Computer Science or related fields. Three to four years pharmacy experience preferred. At least two years of pharmacy purchasing experience. Current National Pharmacy Certification (PTCB) is required. A BLS certification is required. Requires extensive knowledge of all facets of Pharmaceutical Purchasing; medication terminology; including procurement; logistics; supply chain management and accounts payable functions. Bilingual skills in English and Navajo language preferred. Must maintain a valid unrestricted and insurable driver's license. Must successfully pass a background investigation and maintain suitable requirements for a Child Care position. This position is considered as a Child Care position, which requires a satisfactory background check investigation and is subject to the requirements of the Indian Child Protection and Family Violence Prevention Act, as amended (henceforth referred as the ICPFVP Act).

Physical Demands:
While performing the essential functions of this position, the employee is regularly required to walk, sit, use hands to finger, handle, or feel objects and equipment, reach with hands and arms, and communicate effectively by talking and hearing. The employee frequently must stand, climb, balance, stoop, kneel, crouch, or crawl and may occasionally use taste or smell. The employee must occasionally lift and/or move objects weighing up to 50 pounds.
Work Environment:
Work is performed in an office setting or outdoor work environment with moderate noise levels. Work environment may involve exposure to physical risks, such as blood borne pathogens, hazardous chemicals, or operating potential dangerous equipment, and requires adherence to all safety protocols. Required work schedules may include evening, weekend, overnight shifts, extended hours, or irregular schedules as operational needs dictate.
