Overview

This Supervising Real Property Specialist will oversee and perform a variety of real estate functions as they relate to securing the rights of way for sewer projects in compliance with Ohio Rev. Code. Responsibilities

Communicate effectively, both orally and in writing; review appraisals; oversee acquisitions, lease terms and establish lease values; review and analyze relocation cases to establish accurate payments to tenants and owners. Analyze and distribute workload to staff; analyze and coordinate records information into reports; select, supervise, train, and evaluate staff; interpret and explain city, state and federal real estate policies and procedures. Manage and participate in the development and implementation of goals, objectives, policies, and priorities; recommend and implement resulting policies and procedures within city, state, and federal guidelines; interpret and implement established regulations related to city real estate projects. Identify opportunities for improving service delivery methods and procedures; identify resource needs; review with appropriate management staff; implement improvements. Plan, direct, coordinate and review the work plan for assigned services and activities; assign work activities and projects; monitor work flow; review and evaluate work products, methods and procedures; meet with staff to identify and resolve problems. Manage, coordinate and oversee all City-, County-, state- and federal government-funded real estate projects for MSDGC; advise and consult with administrators, department heads and division heads on real estate projects. Oversee the management of City and County-owned properties under the jurisdiction of MSDGC; review and approve all appraisals on behalf of MSDGC. Prepare correspondence as assigned; respond for the City Manager (County Administrator) or City Solicitors (County Prosecutor) to Council (Board of County Commissioners) Motions and Referrals; respond verbally and in writing to complaints or concerns about real estate issues from citizens, City Council or Board of County Commissioners members, or others. Select, train, motivate and evaluate real estate personnel; provide or coordinate training, work with employees to correct deficiencies; implement disciplinary and termination procedures. Oversee and coordinate state and federal audits. Negotiate major transactions as necessary; review and approve all relocation payments to owners and tenants involved in acquisition or relocation projects. Oversee real estate records systems and related computer technology; upgrade software and hardware as appropriate. Oversee and participate in the development and administration of the annual budget for the Right-of-Way Section; participate in the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement adjustments. Assist those contacted in the course of duty in an effective, efficient and professional manner. Perform related duties as assigned. Qualifications

Five years of responsible experience in real estate sales and acquisition, appraisal, or management, with two years of supervisory responsibility. Bachelors degree from an accredited college or university with major course work in business administration, economics, public administration, real estate or a closely related field. Must currently hold or have the ability to become a State of Ohio Certified General Appraiser. Other requirements

Military Education & Experience Evaluation: Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations. Environment and Physical Conditions

Environmental Conditions: Predominately indoor environment; exposure to office computer screens; some outdoor work required; work closely with others. Physical Conditions: Duties require maintaining physical condition necessary for sitting, standing and walking for prolonged periods of time; must be able to operate computers and other office equipment; general manual dexterity.
