Job Description
Conduct acquisition planning and market research with project teams and the Contracting Officer. Determine contract type and solicitation area; consider set-asides in line with socioeconomic and small business goals. Prepare pre-solicitation documentation; post requirements in SAM. Prepare and issue solicitations, RFQs/RFPs, and amendments; manage Q&A; review proposals for responsiveness. Support technical evaluation panels; assist with source selection and best-value tradeoffs. Perform cost and/or price analysis; determine fair and reasonable pricing and obtain cost and pricing data; participate in negotiations; prepare source selection documentation. Process contract awards and prepare award announcements. Perform contract administration, including official file maintenance, resolving payment issues, reviewing payroll reports, issuing correspondence, and answering admin questions. Process contract modifications, evaluate contractor proposals, document negotiations, and prepare final modifications. Prepare closeout documentation. Independently and effectively initiates and progresses all work upon assignment and delivers by established due dates. All work, including but not limited to the following, consistently reflects appropriate levels of critical and strategic thinking, quality and technical skill, documentation detail, and professional completeness with this position and grade level. Consistently promotes teamwork and communicates professionally, clearly, concisely, and factually. Handles disagreements effectively and resolves them in a positive and constructive manner. Job Requirements
Minimum Education:
Completion of an accredited 4-year bachelor's degree with a major in any field. 24 semester hours in Business in any combination of the following disciplines: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. A bachelor's degree in any of these meets the requirement of both the degree and 24 semester hours of business and/or FAC-C or equivalent. Minimum Experience:
5 years Federal Government Contracting experience with the service requirements for this position. 5 years construction contracting experience. 3 years architect-engineer services contracting experience. Ability to obtain HSPD12 PIV, ethical clearance and any other required clearances.
