Position Description
Lead Submarine Test and Evaluation Engineer
– On a dynamic team providing technical, programmatic and engineering support to the Construction Branch of the VIRGINIA Class Submarine Program Office (PMS450) and the U.S. Navy’s Team Submarine Program Offices at the Washington Navy Yard in Washington, DC. Contribute expertise to impact the Navy’s premier attack submarine and the safety of its sailors. Overview PMS450 is the acquisition program office for the new construction of attack submarines and for coordinating the resources required for R&D, design, construction, Test and Evaluation (T&E), Live Fire Test and Evaluation (LFT&E), and fleet introduction of the Navy’s newest class of nuclear attack submarines. PMS450 aims to develop and deploy a more affordable, nuclear-powered submarine with multi-mission capability and enhanced littoral performance. Responsibilities Support the management and execution of technical and design requirements for new and ongoing submarine shipbuilding programs Plan and coordinate test & evaluation events for the new construction submarines Provide expert-level guidance on program management processes, coordinate schedules between project teams, support cost assessments, identify and manage risk, and develop post-delivery operational plans Coordinate with Fleet at ISIC and TYCOM levels to ensure appropriate priority for Program Office needs in operational scheduling Coordinate with NUWC and NSWC trial leads to ensure test teams can support planned schedules Facilitate Verification, Validation and Accreditation (VV&A) of Models and Simulations used to evaluate VIRGINIA Class performance Facilitate Test and Evaluation (T&E) WIPTs and Target/Threat Validation (TTV) IPTs for PMS 450 since IOT&E of USS VIRGINIA Use standard Microsoft Office tools to create briefs, write letters, or build spreadsheets to communicate points, promulgate decisions, or analyze and present data Qualifications An active or current DoD Secret clearance US Citizenship Bachelor’s of Science Degree in Electrical Engineering, Computer Engineering, Mechanical Engineering, Physics or related field An Associate’s Degree with 2 years of additional experience or a High School Diploma/GED with 4 years of additional experience may be considered in lieu of a bachelor’s degree 8 years of experience Experience in a multi-disciplinary team including systems engineers, electrical/electronics engineers, acquisition professionals, and logistics and sustainment professionals Experience supporting a submarine acquisition program Knowledge of submarine construction, test programs, naval ships/submarines, ship systems, or subsystems Strong quantitative, analytical, and conceptual thinking skills Expertise in Excel, Word, PowerPoint; proficient in Access Strong oral communication, writing, and editing skills Strong project management skills; able to work independently and in a team Ability to facilitate and coordinate efforts with government and non-government stakeholders Ability to work with minimal supervision Ability to work in a time-sensitive environment Ability to learn and grow, mentor junior team members, and build team cohesion Flexibility in relation to job scope and schedules Ability to interact with senior management on complex technical issues Ability to work both in a team and independently under short deadlines Team player with positive contribution to the work environment Travel up to 25% of the time; some travel outside the DC area may be required Additional desired experience and skills Experience in DoD or DoN environments is preferred Recent experience in Team Submarine Active-Duty experience in the submarine service 10 years of test and evaluation experience Experience with Integrated Evaluation Framework and T&E Master planning 10 years of test planning, coordination, execution, data collection, analysis, and report generation Leadership of T&E projects for major defense acquisition programs Test & evaluation experience supporting submarine, surface, and ballistic missile defense programs Active NNPI account and CAC 10 years of Navy acquisition and Submarine Program experience Experience leading a project interfacing with an end item customer Knowledge of Program Management, including the acquisition process, budgeting, and Navy program execution Join a high-performing team and advance your career by supporting America’s Navy.
