Heavy Civil Construction and Engineering Oversight Manager – High Speed Rail
who has successfully managed billion-dollar, heavy civil transportation projects. Must be able to work onsite in Selma, CA. Arcadis serves as the on-site client representative in Fresno, California, managing the construction process from conceptual development through final construction for a project that will include approximately 49 grade separations in Fresno, Tulare, and Kings Counties, including viaducts, underpasses, and overpasses. Role Accountabilities
Coordinating and managing people, materials, and equipment, ensuring the contractor’s compliance with the client’s safety policies and conducting safety assessments as required by the client. Ensure the contractor performs work in accordance with the construction contract, project plans, specifications, and all contract documents to guard against defects and deficiencies. History of managing large teams with strong performance, morale, roles/responsibilities, and collaboration. Serve as the full-time, on-site Project/Construction Manager and day-to-day liaison to the client, overseeing the Arcadis PCM team. Interface effectively with the client, program manager, design-builder, and multiple third parties. Handle conflict professionally; build trust with project sponsors and stakeholders. Lead overall financial management for projects, including developing targets and budgets and shaping key commercial strategies to meet profit and cash-generation targets. Drive performance by defining and implementing complex projects, managing multidisciplinary teams, and meeting project timescales to ensure delivery standards. Educate and influence senior colleagues about risk policies and governance to foster a culture of risk awareness and compliance with policies and codes of conduct. Analyze recommendations and data from multiple sources to make informed technical decisions to improve business performance. Direct and lead development and continuous improvement of project-wide processes, systems, and policies, and contribute to wider organizational initiatives. Manage relationships with key internal stakeholders to identify opportunities for efficiency improvements and ensure commercial viability and customer satisfaction. Function as a technical expert for organizational projects, providing strategic advice to senior leaders to support delivery and commercial decision making. Influence senior stakeholders to ensure alignment and delivery of project objectives. Lead a diverse functional team, setting objectives, managing performance, and ensuring staff have the necessary skills to deliver project and organizational goals. Manage, motivate, and provide direction to senior specialists and managers to develop a driven and well-informed team. Required Qualifications
20+ years of experience in Project Management, Construction Management, or Construction Contracting of complex heavy civil engineering projects, including rail projects 10+ years as Resident Engineer acting as the Principal/Owner’s Representative managing Major Construction Contracts of at least $1B 5+ years’ experience managing alternative delivery projects Bachelor’s degree in Engineering, Architecture, Construction Management, or related field Key Skills and Abilities
Results-focused with the ability to build trust and partnership with the client. Executive presence with soft skills to support and develop a team of approximately 140 Arcadis and sub-consultant staff Promote Arcadis culture and brand internally and externally Seasoned claims avoidance and dispute resolution Technical expertise in Earthworks, utilities, grade separations, bridge structures, environmental clearances/permits, Caltrans processes Experience managing mega programs/projects ($1B+) involving design-build Preferred Qualifications
Professional License or Certification (e.g., Professional Engineer, PMP) Understanding of Caltrans civil and structural criteria, NEPA/CEQA practices, FTA construction, AREMA, FRA regulations, and working with state/federal agencies and 3rd parties Why Arcadis?
