Raytheon has an exciting opportunity within the Ground Based Surveillance (GBS) portfolio for a Proposal/Program Manager. This role will support Strategic Growth of the GBS portfolio, leading critical new-business activities as a Capture-Phase Program Manager. This is a high-visibility role that will work on strategic domestic and international pursuits within a high-growth portfolio. This is an onsite position.

What You Will Do

Lead proposals as a Capture-Phase program manager with a focus on developing and leading costing, pricing revisions, and working with functionals to meet cost targets while achieving business objectives.

Communicate at all levels of leadership to align and build consensus on an RFP/Proposal strategy that supports proposal compliance.

Develop proposal schedules, proposal/cost kick off packages, and work directly with engineering cost lead(s) on price reduction initiatives.

Lead proposal stand ups.

Travel for proposal-related activities per demand of the customer (up to 10% of the time).

Qualifications You Must Have

Typically requires a Bachelor’s degree and minimum 10 years of prior relevant experience OR an Advanced degree and 5 years of relevant experience.

Experience in program management / proposal management / capture management.

Experience leading cross functional proposal teams including Engineering, Material Program Manager (MPM), Commodity Sourcing Teams, Operations, Estimating and Pricing (E&P), or Finance.

Ability to obtain and maintain a U.S. government issued security clearance.

Qualifications We Prefer

Experience working in the Department of Defense (DoD) Aerospace & Defense industry in a program management / proposal management / capture management capacity.

Experience in the cycles of the proposal phase, including identifying, capturing, and mitigating.

Familiarity with Department of Defense proposal requirements and competitive proposal processes including reviewing Statements of Work to create OBS/WBS and a TFM.

Experience working directly with Engineering cost leads.

Experience managing cost, schedule, and technical performance for programs with use of program management tools such as EVMS, Risk and Opportunity Management, Estimate at Completions (EACs).

The salary range for this role is 124,000 USD - 250,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
