Under executive direction of the Fire Chief, the Deputy Fire Chief is responsible for assisting the Fire Chief in the direction of all employees and activities of the Fire/Rescue Department. Duties include supervising the Division Chiefs, responding to emergency incidents, coordinating the activities of the Hazardous Materials Team, and reviewing official documents that pertain to the Fire Department.
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES:
Provide leadership and mentorship to develop the next generation of fire service leaders, ensuring succession planning and organizational sustainability. Demonstrate strong administrative ability, including preparation and management of complex budgets, oversight of personnel issues, grievance resolution, compliance monitoring, and policy development.
Apply critical thinking and sound judgment in balancing operational demands with strategic planning, personnel management, and interdepartmental coordination. Lead and inspire a culture of continuous improvement, professional development, and accountability throughout the department.
The individual selected for this role must demonstrate a proven track record of leading, managing, and developing transformational leaders, with the ability to balance operational command responsibilities with strong administrative and strategic expertise.
Prepares and administers the Fire Departments' budget; analyzes and approves requisitions.
Acts as a liaison with other City departments and municipalities.
Assumes the responsibilities of the Fire Chief in absence.
Supervises and directs the activities of the Division Chiefs.
Plans, organizes, and directs departmental functions.
Initiates and completes special programs as directed by the Fire Chief.
Develops, implements, and reviews Department policies to ensure compliance with codes and ordinances.
Maintains Department records.
Investigates and processes grievances.
Assists with the hiring of Department employees; recommends employees for discipline or promotion.
Serves as a representative of the negotiating team for collective bargaining.
Reviews and maintains in Department emergency operations.
Drafts resolutions, bulletins, and memos as needed by the Department.
Effectively and positively represents the City in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation.
Establish and maintain effective and professional relationships with work colleagues, supervisors and managers.
Represents the Fire Chief in contact with elected or appointed officials and individuals or groups in the community.
May assume command of fire ground operations during extensive or extremely hazardous fires or other emergencies, directing the deployment and utilization of all personnel and equipment, and making overall tactical decisions.

EDUCATION/EXPERIENCE:
To perform this job successfully, an individual must be able to perform each essential function satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required.
Required:
Presently or previously employed as a Fire Division Chief or Fire Battalion Chief or higher; with a minimum of three (3) years in rank plus a minimum fifteen (15) years of total related experience with a municipal fire department; with an Associate’s Degree in Fire Science Technology, Emergency Medicine Technology/Services or a related field.
Preferred:
Presently or previously employed as a Fire Division Chief or higher; with a minimum of one 1 year in rank; with a Bachelor’s Degree or higher in a related field.
CERTIFICATES, LICENSES, REGISTRATIONS:
State of Florida Certified Firefighter (required)
State of Florida Certified Paramedic (required)
State of Florida Certified Fire Officer III (preferred)
State of Florida Safety Officer Certificate of Competency (preferred)
Hazmat Certification (preferred)
Valid Driver’s License:

Knowledge of the principles and practices of Municipal Fire Department administration, training, and fire prevention. Skill in communicating effectively in writing and orally. Skill in establishing and maintaining effective working relationships with departmental employees, the public, superiors and subordinates Ability to plan, evaluate, assign and coordinate activities performed by Fire Department units. Ability to regulate the control of employees, expenditures, and equipment for efficient and effective use. Ability to handle stressful situations with tact and professionalism. Ability to establish and maintain effective and professional relationships with work colleagues, supervisors, managers and the public. Proven ability to develop transformational leaders, mentor emerging talent, and foster a forward-thinking organizational culture. High-level administrative and analytical skills, including budget management, personnel administration, compliance oversight, and policy enforcement. Strong critical thinking skills with the ability to evaluate complex situations, balance competing priorities, and make effective, timely decisions. Demonstrated capacity to integrate operational expertise with strategic leadership, ensuring both immediate readiness and long-term organizational growth.
