Water Resources and Infrastructure is part of the Department of Public Works and Environmental Services (DPWES). The Wastewater Management Program is an Enterprise Fund which consists of eight funds to manage the program's financial and budgetary requirements in order to comply with the program's bond resolution, enterprise fund guidelines, and GASB financial reporting. The Enterprise Fund consists of one revenue fund, one operating and maintenance fund, four debt related funds, and two construction funds. Responsibilities:

Preparing and analyzing the Wastewater Management Program's financial reporting documents including, Comprehensive Annual Financial Report, and Continuing Disclosure Report. Preparing or overseeing the preparation of large, complex budget. Directing all budgeting, purchasing, and payment activities. Overseeing the development and implementation of fiscal management and accounting procedures for the agency. Coordinating and overseeing audit processes. Preparing grant proposals and reports. Collaborated on the preparation and analysis of the Wastewater Management Program’s management reporting documents, including the Revenue Sufficiency and Rate Analysis, Certification Report, Preliminary Official Statement/Official Statements, and Rating Agency Bond Reports. Requirements:

Strong customer service skills. The ability to communicate effectively with various stakeholders. Proven experience leading a team. Strong analytical and problem-solving skills and ability to manage multiple projects and tasks. Must have excellent interpersonal, verbal, and written skills. Proven ability to plan and implement activities in order to ensure effective and efficient utilization of resources. Wastewater Management positions are responsible for providing uninterrupted sewer service to residents during extreme inclement weather or other emergencies. This position is designated as emergency service and is subject to 24-hour on-call and may be required to report to work during extreme inclement weather or other emergencies, including after-hours and weekend work during emergency incidents to fulfill emergency service duties. Minimum Qualifications:

Graduation from an accredited four-year college or university with either a bachelor's degree in accounting, business administration, public administration, public policy or related field; plus, four years of professional-level experience in finance, business administration, budgeting, or contract management, a master’s degree in a related field or CPA may substitute for 1 year of experience. Certificates and Licenses Required:

Valid driver's license. Necessary Special Requirements:

The appointee to this position will be required to complete a criminal background check, credit check, and driving record check to the satisfaction of the employer. Preferred Qualifications:

CPA or GFOA certification. Three to five years of experience in the areas of financial report preparation, audits, fund accounting, capital construction, and capital asset accounting and reconciliations of expenditures. Thorough knowledge of intergovernmental financial management and grant management; Three to five years of experience in utilizing industry best practices and procedures in financial reporting. Two years of experience in applying generally accepted accounting principles and knowledge of enterprise fund accounting. Two years of experience in using SAP or similar accounting software. Two years of experience in utilizing the principles, methods, and practices of governmental budgeting and financial management. Physical Requirements:

Ability to communicate, both orally and in writing. Ability to drive county vehicles to various locations throughout Fairfax County to attend meetings. Ability to input, access, and retrieve information from a computer. Ability to lift up to 10 lbs. Ability to produce organized and legible handwritten, typed/computer generated documents. May be required to walk for extended periods of time during public or community events. Position is generally sedentary. However, it requires the ability to stoop, bend, and reach. All duties performed with or without reasonable accommodations. Selection Procedure:
