Salary: $6,535 to $7,952 per month (SR-26, Step D to I)
Note: Hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors.
Duties Summary
Directs the fiscal and accounting functions for a large division or equivalent department; develops and maintains the fiscal planning, monitoring and control functions for the agency; gives staff assistance to program management on fiscal and business matters; directs and coordinates the preparation of the agency's budget; participates in the development of long-range financial plans; and performs other related duties as assigned.
Minimum Qualification Requirements
Legal Authorization to Work Requirement:
The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
To qualify, you must meet all of the following requirements:
Basic Education:
Bachelor's degree from an accredited four-year college or university with at least 12 semester credit hours in accounting and/or auditing subjects.
Accounting Experience:
Two and one-half years of progressively responsible professional accounting or auditing experience which may have included teaching accounting at the university level.
Supervisory or Specialist Experience:
One year of either supervisory or specialist experience of the type and quality described below:
Supervisory Experience - Professional accounting or auditing experience which included: 1) planning, organizing, scheduling, and directing the work of others; 2) assigning and reviewing their work; 3) advising them on difficult work problems; 4) training and developing subordinates; and 5) evaluating their work performance. Specialist Experience - Professional work experience in a specialized area of accounting (such as systems design, adaptation, installation, evaluation and/or revision of fund control) or in auditing which involved performing work regularly encompassing difficult and complex situations and problems comparable in scope and complexity to the classes Accountant V and Auditor V in the State service. Such work experience generally involves responsibility for conducting studies and making recommendations to management for the development or revision of standards, policies, or procedures; providing technical advice and direction to management and/or line departments; conducting research for the purpose of implementing or improving accounting/auditing system(s); and/or developing guides to be used by management and/or line departments in the performance of accounting/auditing work.
Applicants with Specialist Experience and no Supervisory Experience must possess supervisory aptitude. Supervisory aptitude is the demonstration of aptitude or potential for the performance of supervisory duties through successful completion of regular or special assignments which involve some supervisory responsibilities or aspects of supervision, e.g., by serving as a group or team leader; or in similar work in which opportunities for demonstrating supervisory capabilities exist; or by the completion of training courses in supervision accompanied by application of supervisory skills in work assignments; and/or by favorable appraisals by a supervisor indicating the possession of supervisory potential.
Fiscal Management Experience:
One year of professional accounting and/or auditing experience which involved participation in the preparation of budget and the development of long-range financial plans.
Transportation Worker Identification Credential (
TWIC
) Clearance - Federal Criminal History Records Check
:
In accordance with Federal regulations, persons who are being considered for employment in positions which require unescorted access to secured areas at the harbor must undergo a pre-employment fingerprint-based criminal history record check. In order to be granted the TWIC clearance, prospective employees must not have been convicted, or found "not guilty by reason of insanity," of a disqualifying criminal offense within seven years from the date of appointment. Upon recommendation for hire, prospective employees will be required to successfully undergo the fingerprint-based criminal history record check and be found free of disqualifying convictions during the preceding seven years.
The cost for the records check will be the applicant's responsibility. However, upon hire, the employee will be reimbursed provided he/she submits the

receipt to his/her supervisor.
