Position Title: Director VII (Director, Human Resources) Class/Group: 1626/B32 Military Occupation Specialty Code: Navy 641X Fair Labor Standards Act Status: Exempt Number of Vacancies: 1 Salary Range: $12,500.00 - $15,666.67 / monthly Duration: Regular Hours Worked Weekly: 40 Travel: Occasional Work Location: San Antonio, Texas – preferred work location Austin, Texas - optional Position Summary: The Director of Human Resources will perform highly advanced (senior-level) management and supervisory work for the agency’s Human Resources department. Ensures that the human resources philosophy is aligned with the strategy of the agency and is fully integrated into all programs, operations, and services. Leads the vision, strategy, development, and execution of human resources programs to advance the agency’s mission and vision. Responsibilities: Collaborates directly with the agency leadership to develop, lead, manage, and influence workforce plans, talent acquisition strategies, performance management, professional development, succession planning, and compensation, system wide cultural and organizational change; Develops and oversees wellness strategies to maintain a healthy workplace culture including programs and initiatives related to employee communications, engagement, and relations across agency divisions; Fosters a culture of safety awareness, training, and practices; manages the agency’s workplace safety coordinator, programs, and initiatives; Ensures agency compliance and conducts administrative reviews of employee complaints including Equal Employment Opportunity and civil rights violation allegations; Plans and coordinates people programs including talent acquisition, employee engagement, total rewards, wellness, safety, risk management, organizational development, talent management and development; Oversees the establishment, collection, maintenance, monitoring, and verification of people records and statistical data including adherence to the agency’s records retention schedule; Directs the Human Resources department including program activities, daily operations, and human resources functions; Other Job Functions: Facilitates presentations to agency staff, administration, and other agencies and organizations as needed Researches, interprets, and provides bill analysis during legislative sessions Testifies on legislation affecting human resources policies and the state’s workforce as needed Performs related work as needed or required Education: Graduation from an accredited four-year college or university with major coursework in human resources management, human resources development, business management, or business or public administration Experience and Training Required: Ten (10) years of progressively responsible professional experience working in the Human Resources field Ten (10) years of experience dealing with and resolving work related problems; including disciplinary actions, dismissals, and employee grievance processes Ten (10) years’ experience supervising, leading, and managing an HR department. Ten (10) years of experience developing strong relationships with Senior Leadership to collaborate on operational initiatives and improvements Professional in Human Resources (PHR) certification or SHRM-CP certification preferred; attainment of PHR or SHRM-CP certification within one year of hire date is required Knowledge, Skills, and Abilities: Thorough knowledge of principles and practices of State of Texas government human resources administration Thorough knowledge of Equal Employment Opportunity laws, the Employees Retirement System’s benefits programs, and laws and regulations governing human resources administration Working knowledge of performance planning and appraisal methods Working knowledge of dispute resolution/arbitration principles and ability to coordinate grievance and complaint processes Knowledge of human resources and talent acquisition processes, procedures, and practices Knowledge of training procedures and techniques; familiarity with instructional design and curriculum development Knowledge of human resources strategic planning Knowledge of management and supervision practices of a State of Texas government people program; including direct supervision of staff Exceptional interpersonal and communication skills, including giving presentations Skill in forms development and processing, and familiarity with state and federal reporting requirements Demonstrated ability to work on concurrent tasks while effectively organizing, prioritizing, and coordinating work assignments Demonstrated presence to interact effectively with the senior leadership Ability to write and implement policies and procedures Ability to develop strategic workforce plans Ability to interpret and apply state and federal related laws Ability to counsel managers and employees including the ability to manage confidential information appropriately Ability to effectively screen and score applications; ability to conduct interviews Ability to plan, assign and supervise the work of others; and to coordinate programs and activities Ability to effectively communicate policies and procedures to management and staff Ability to establish and maintain effective and cordial working relationships at all organizational levels Ability to communicate both verbally and in writing, in a clear and concise manner Ability to understand, follow and convey brief oral and/or written instructions Ability to work under pressure and exacting schedules to complete assigned tasks Ability to be internally inspired to perform a task to the best of one’s ability using his or her own drive or initiative Ability to work a flexible schedule to meet required deadlines Ability to be dependable and trustworthy Ability to exercise sound judgment and discretion in handling and maintaining security of confidential information Ability to work independently and as part of a team, and to support and contribute to a cohesive team environment Ability to comply with all agency policies and applicable laws Ability to comply with all applicable safety rules, regulations, and standards Computer Skills: Proficiency in the use of a computer and applicable software necessary to perform work assignments e.g., word processing, spreadsheets (Microsoft Office required).
