Property Manager
for sites throughout Santa Clara County. Base pay range
$72,000.00/yr - $79,200.00/yr How You Make An Impact
Staff Management: Hire, schedule, train, evaluate, discipline, and terminate employees within the portfolio. Monitor overtime, review and approve timecards, and arrange staff coverage during vacation and holidays. Provide or arrange staff development and conduct regular performance reviews. Foster teamwork and professional interactions with residents, lenders, vendors, and community members. Maintain communication with resident service providers and case managers to assist residents with housing needs. Responsibilities
Oversee daily operations of assigned scattered sites and/or multifamily communities. Ensure decent, safe, and quality housing for vulnerable individuals while engaging residents in case management resources and supportive services. Manage property through phases from emergency interim housing to permanent supportive housing and new construction lease-up. Indirectly oversee security staff and directly supervise maintenance technicians, night managers, and janitorial staff; oversee contractual/vendor functions. Work with external agency partners to support client engagement and foster positive interactions. Vendor Management
Define scope of work for work orders, inspections, maintenance, and capital improvements; secure bids as needed. Review bids, select vendors, contract for goods and services, oversee work within budget, and handle payments to vendors. Marketing & Occupancy
Implement affirmative fair marketing plans for properties rented to residents. Maintain occupancy at targeted goals; show properties, conduct interviews, verify income and eligibility, maintain waiting lists, and manage applicant decisions in line with policy and regulations. Prepare marketing/occupancy reports regularly. Maintenance & Administration
Inspect properties regularly to ensure maintenance, safety, and cleanliness; ensure timely readiness of units for occupancy. Coordinate with maintenance teams and outside vendors to meet maintenance plans and capital improvements. Operate properties per the management plan and approved budget; maintain tenant records; serve notices; collect rents and related charges; review invoices; assist in budgeting and variance reporting; adhere to accounting procedures. Other Property Management Tasks
Provide after-hours on-call assistance as needed. Schedule and conduct annual property inspections. Recommend measures to improve fiscal performance and resident services; perform other duties as assigned. Qualifications
High school diploma or equivalent (GED) required. 3 years of progressively increasing property management experience or equivalent education and experience. Current tax credit certification, CPO/COS or IREM/NCHM designation or ability to obtain within 6 months of employment. Valid California Driver's License, auto insurance, and clean DMV record; use of a personal vehicle is required. Competencies
Excellent verbal and written communication, organizational, and time-management skills. Strong analytical and problem-solving abilities with attention to detail. Integrity, confidentiality, and ability to work with diverse populations, including persons with disabilities. Ability to work independently and collaboratively; bilingual abilities (Spanish, Vietnamese, Tagalog, Mandarin/Cantonese) are a plus. Knowledge of affordable housing regulations (HUD, LIHTC, Tax-Exempt Bonds, HOME, CDBG, SHP, HCD, CHRP, CHFA, MHSA, AHP). Fair housing knowledge; ability to analyze complex policies and exercise good judgment. Proficiency with Microsoft Office and Yardi or other property management software; ability to learn mobile devices and related apps. Strong interpersonal skills and cultural humility with the ability to build relationships with diverse stakeholders. Notice
